Unity of Opposition parties is inevitable to fight against corruption

When the persons in power crosses the limit of tolerance people of India must come and has rightly come in the front to throw such corrupt leaders from the government who have caused not only huge loss to the public money but given unbearable pain to common men on all fronts

Mr. clean PM and Mr. Kapil sibal like flatterers did not treat 2G scam, CWG scam and other scams seriously. Government did not frame Lokpal bill for last 20 years. Corruption has crossed all limits of tolerance and this fact has been accepted openly by PM. Still government is proud of running a government well and shamelessly blames RSS and BJP for all its misdeeds and for its failure in stopping misdeeds of others. So shameless and rudderless is this government that it has no moral to teach Anna and Ramdeo. People do not have faith on such corrupt leaders and do not want to listen their preaching’s.

God has tried to save Indians from looters who active in disguise of government and who are sitting in top posts. God has tried to save Indians by sending person like Anna, Kiran Bedi, Arvind Kejriwal,Baba Randeo, who aremaking their best efforts to ensure punishment to evil doers in quickest time. What is wrong in it? They are not crying for their self interest, they are trying to stop corruption and bring back black money. People will support them till their last breadth. Why is government afraid of civil society members?

It is definitely because ministers are the originator of dirty stream and it is they who promoted flattery and bribery culture and hence people have to clean Ganga from where it originates.

Let the flatterer ministers try their best to torture person like Anna and Baba Ramdeo, let the government try to tarnish the image of Anna team , Baba supporters and opposition parties , people of India voted DMK out , it is they who know how to vote out Congress Party too. In 1977 they showed their power and again they will prove their power by uprooting UPA rule. For this task all opposition political parties will sooner or later come together to fight out evil of UPA rule and to expose clean PM Manmohan Singh.

People are just waiting for a leader like Jai Prakash Narayan who can bring about polarization in likeminded political parties so that the current mighty government can be pulled down forcefully.

When Head of most of the departments are busy in loot of government fund, when ministers and almost all elected representatives are busy in accumulation of wealth through illegal means and when almost all officers and babus are busy in earning money through bribe and kickbacks, we may say that the system is bad and we need urgent change in the system.

For change in the system we need change of the government which promoted bad culture in the system. We need strong public force and political platform to teach corrupt persons a lesson and dethrone them from their post. For this purpose we need a Lokpal Bill equipped with provision of stern and quick punishment for corrupt leaders and corrupt officers.

Self less leadership is needed urgently to strength the hands of forces which are fighting against the corrupt leaders and bad system.

Home Minister and Finance Minister are rightly worried that Anna Hazare and his team desire to form a parallel government. People will very soon form such parallel government as many naxal groups and terrorist groups have formed in many corners of the country.

Investgate Ramdeo Baba

Source of fund accumulated by Ramdeo Baba is by way of donations received from various volunteers, supporters and followers who were benefited by Yoga taught by Baba to cure various diseases.

Politicians extort money from businessmen , forcefully collect donations from corporate houses and collect money from various top ranked officers who earn money through bribe on various contractual work sanctioned by them and various subsidies released by them. Government collects money from corporate houses and in lieu of that gives various tax reliefs to them. On the other hand Ramdeo Baba teaches yoga, cures diseases and collects donation from them.

Whose money needs investigation from ED or IT officials?

Whose Narco test is needed? That of Ramdeo Baba or that of Diggi and his team, Sonia and her flatterers?

Diggi ,Pranab Da and Kapil should try to answer .

Political rally is organized by political workers in support of Sonia or Rahul or Manmohan Singh by forcefully taking possession of public vehicles to carry villagers and poor men upto the spot of rally whereas followers of Ramdeo Baba voluntarily collected at Ramlila Ground Delhi to extend their support to Baba in his movement against corrupt system, to bring back black money from foreign bank and to punish corrupt officers and politicians through stern and effective Laws.

Before asking Ramdeo Baba to explain justification of expenses incurred in organization of Satyagrah at Ramlila ground at Delhi, government should ask and introspect similar justification from politicians who spend crores of rupees on rallies organized during election campaign or unwarranted red carpet welcome given to Sonia Gandhi or Rahul Gandhi or any public figure.
Government cannot justify police cruel attack in midnight on Satyagrahis who were completely peaceful Had the movement been violent like other political Band and political strikes, government could not have dared such cruel police action as did on Ramdeo Baba followers.

I wish to submit a few questions before Advocate of ruling party like Kapil sibal, Digvijay Singh, Pranab Mukherjee, Subodh Kant Sahay in particular and the government in general who pretend to be supporters of movement of movement launched by Baba Ramdeo and who appear to be trying to resolve the issue of black money and corruption with Baba Ramdeo and his team

Why does government want six months time to declare black money parked in foreign banks as national assets?

Government during election campaign had promised to bring back black money from Swiss bank to win last election. What initiate has government taken during last two years to bring back black money from foreign banks and to confiscate black money from Indian banking system?


Why does the government wish to form a committee to form draft for the act to confiscate black money, declare the same national asset and finally punish black money?

Why have they lost faith of Anna Hazare and his team who were promised to draft Lokpal Bill?

Why Anna Hazare and his team has accused government representatives hatching a conspiracy to divide members of Civil society Members and backtracking on Lokpal bill or not being serious on framing strongest Lokpal bill ?


When government does not wish to declare the name of person whose black money is deposited in foreign banks?


When government does not want to declare the amount of black money parked in foreign banks, how they propose to declare the same as national asset and how do they propose to confiscate it?

Is government bent upon postponing the making of Lokpal bill on some plea or the other on flimsy ground? Why is government afraid of movement launched by Anna Hazare and Ramdeo Baba and their teams against corrupt system prevailing in the country?

Don’t you realize the level of corruption in politics has crossed all limit of public tolerance as expressed by Prime Minister Manmohan Singh a few months ago?

In the past also IT officials and custom officials have confiscated huge illegal property of several corrupt officers and politicians. Can government give report on what has happened to such confiscated properties?


Is there no such rule in existing rule book which is adequate to punish perpetrators of , generators of and promoters of black money rule? If yes, why government failed to stop remittance of black money through banks to foreign center during last so many years to demonstrate their good intention if any?


Why government failed to stop generation of black money through sale and purchase of landed property? Why government failed to stop sale and purchase of goods without bill?

Black money of thousands of crores of rupees in generated in Delhi itself everyday because ninety percent of goods going out of Delhi are sold without bill and vouchers.
Can government stop selling of goods and punish those traders who sell the goods without bill?
Are officers in Sales Tax and Income tax departments doing their duties honestly and sincerely?



Government knows very well who has visited foreign centers frequently and who has accumulated wealth more than his total income from known sources?


Can the government first assess the wealth of current and past Member of Parliament and top ranked officers to demonstrate that they are really serious to stop corruption and punish corrupt officers?


Cleaning process must start from top and not from the bottom which usually occurs in the offices owned and PSUs by government.


What action government is contemplating to stop generation of black money?


Corruption originates from the day of recruitment of a person as government employee. Can government stop corruption in recruitment of staff, posting of officers and out of turn promotion of such officers who are number one flatterer and bribe earner?

Election for Parliament and state assemblies are the main source which pave the way of corrupt rule. Can government stop it or even dream of stopping this vicious circle of corruption?

When protector (government employees, elected representatives and politicians)come through ill ways and by illegal means, how can these so called protectors of society stop corrupt practices going on in all government departments and survive as genuine protectors?

RBI has advised all banks including private and foreign banks to set up vigilance wing in their administrative offices to check malpractices, fraud, bad lending, bribe led lending, kickback oriented contractual work, inflated purchases of stationeries, bribe based recruitment, bribe based promotion, bribe based transfers etc.

But what will happen when the vigilance officers themselves are not honest and are the most corrupt and looters? It is worthwhile to mention there that all public sector banks already have the provision of vigilance wing since long. Unfortunately none of top executives have been punished as long as there is media uproar or there is mass upsurge against the corrupt officers. Hundreds of files of corruption related to top officials have been closed by taking bribe by vigilance officers. If CBI or any authority try to open even closed files, I think it will open Pandora’s box in banking industry which is full of worms and snakes.

As such, corrupt vigilance offices are of no use because they can ignore the inquiry after receipt of bribe from corrupt officer against whom charges of corruption is leveled by inspecting officials or whistle blowers. Bank officers can be tortured by transferring his services to most critical and remote places whereas on the contrary the most inefficient and the most corrupt officer can be awarded by giving him cream posting and out of turn promotion. Bad officers are in this way protected and good officers are made scapegoat

Appraisal system and Interview system in banking industry for promotions is misused by top ranked officials and this is the root cause that proportion of Non Performing assets has been increasing quarter after quarter, cases of fraud, bribe led lending , bribe led write off of loans of willful defaulters, commission based purchase of ATM and other costly materials, bribe based inferior construction work has been increasing and increasing inspite of so called preventive steps said to have been taken by regulating agencies .

And ultimately health of banks in public sector has been deteriorating year after year even though the clever executives of every bank try to manipulate data in the balance sheet to their best possible extent in collusion with team of Chartered Accountants.

Open Questions to PM, CM and President of India

How is it possible that fake pilot officers are recruited in India?


IAS and IPS officers are transferred at the whims of ministers.


Judges are selected not on merit but on recommendation.


Why banks are allowed to recruit officers in higher scale depriving senior experienced officers available in banks?


Is it a direct permission to top ranked officers to earn through recruitment?


Do anyone know how much cash is required to be paid by aspirants for the post of ED or CMD of a Public Sector bank to various top level dignitaries?


Is it not true that high level source and recommendation of some ministers is enough to become director, ED or CMD of a bank or a Public Sector Undertaking?


In fact one has to pay for getting posting and promotion too in all government departments, in police department, in banks, in insurance companies, in schools and colleges and in brief almost in all offices.


Even teachers are recruited as per whims and fancies of MLA, MP and minister of the area in which school is located. Posting of BDO, CO DC, DM, SP and all IAS and IPS officers are done by group of ministers after taking money in some way or the other.


Similarly when top officers of a PSU are selected by Interview panels only after paying money, such officers will definitely try to recover the same from his subordinates.


People who come by paying money try their level best to earn money as much as possible.
Similar is the position of MLA and MP who earn illegal money to become MLA, MP and ministers.


Why do all ministers put verbal pressure on corporate houses and recruitment bodies in government offices to give employment to their kids, friends and relatives?


Why CBI officials going against government are posted at critical laces and officers who provide safety to corrupt ministers and corrupt corporate houses are promoted violating policy and given choice posting?


Officers have to pay cash or gift invariably for getting recruitment or posting in top positions in addition to use of recommendations from some important and powerful person. Due to this, quality of workforce has faced great erosion practically in all offices.


Management of bank and public sector undertaking k is thus creating frustration and disincentive among good officers who are being rejected not only in promotion process by greedy top officers but humiliated by newly recruited direct bosses.


Is it not harmful for the health of public sector undertakings?


Such unhealthy practices are root cause of all corruption and still PM of India you continue to watch Chirharan of Draupdi as he and his team of ministers did in 2G scam?


Even President of India or a Governor of a state, or director and CEO of a PSU is handpicked by ruling party to serve their vested interest and honest performers are posted at critical places for some reason or the other without taking into account the capacity to perform or knowledge of the person or the past background of the person.


It will not be astonishing for anyone in India if ruling party appoints Mr. Kalmadi or Mr. A Raja or Mr. Madhu Koda or Mr. Lalu Yadav as Governor of a state in near future. It is not abnormal when a corrupt General Manager or ED of bank of PSU who gives bribe to Secretary or Minister is appointed as ED or CMD of a bank or a PSU.


In fact merit is always the victim and Indian courts are not in a position to do justice for such victimized persons who are denied their right of recruitment, promotions and posting at better places. Even officers in vigilance department or in CBI or Anti Corruption bureau earn money by treating guilty as innocent or work under the pressure and advice of top ranked officers and minister who can make or mar their career.


As such I always say that root cause of all corruption in our country is the prevalent malpractices in the process of recruitment, promotion and postings. Flattery has become the master key to enter the process and then money plays the vital role in getting the desired employment, desired posting and desired promotion at the cost of quality people, talented people and devoted honest workers.


And hence Central Bureau of Investigation should be instructed to investigate thoroughly the process of recruitment, promotions and posting of last 20 to 30 years and try to punish all top ranked officers who committed crime of handpicking corrupt officers for promotion and posting at good places and who created bad culture in government offices by promoting flattery culture.
Why officers feel pleasure in extending red carpet welcome to his bosses is an open secret and hence I need not enlighten elaborately much on this subject.


It is open secret that crores of rupees are spent illegally in welcoming a top official or departmental head or a minister almost by all departments and government owned offices companies and bodies. There is none to stop such unhealthy culture which is mother of all corruptions, scams and scandals.


Need of hour is to snatch all discretionary powers invested in top officials related to transfer, posting, promotion and recruitment.


It is necessary to abolish the system of Interview for all in-house promotion systems.


It is seen that top officers seldom gives respect to merit and such powerful officers gives weightage to either bribe or recommendation of some other VIPs . As a result, such powerful and so called responsible officers rape talented and sincere performers and that too in the name of Merit and suitability.


It is therefore necessary to bring about as much transparency as possible in all such processes.
