LETTER OF THE EDITOR OF "THE TIMES OF INDIA" TO THE PRIME MINISTER OF INDIA

Dear Mr. Prime minister,

I am a typical mouse from Mumbai. In the local train compartment which
has capacity of 100 persons, I travel with 500 more mice. Mouse at
least squeaks, but we don't even do that.

Today I heard your speech, in which you said, 'NO BODY WOULD BE
SPARED'. I would like to remind you that fourteen years have passed
since serial bomb blasts in Mumbai took place. Dawood was the main
conspirator. Till today he is not caught. All our Bollywood actors,
our builders, our Gutka king keep meeting him, but your Government can
not catch him. Reason is simple; all your ministers are hand in glove
with him. If any attempt is made to catch him, everybody will be
exposed. Your statement 'NOBODY WOULD BE SPARED' is nothing but a cruel joke on these unfortunate people of India.


Enough is enough. As such, after seeing terrorist attack carried out
by about a dozen young boys, I realize that if same thing continues,
days are not far away when terrorists will attack by air, destroy our
nuclear reactors and there will be one more Hiroshima.
We the people are left with only one mantra. Womb to Bomb to Tomb. You promised Mumbaikar Shanghai; what you have given us is Jalianwala
Baug.
Today only your home minister resigned. What took you so long to kick out this joker?

Only reason was that he was loyal to Gandhi family.
Loyalty to Gandhi family is more important than blood of innocent people, isn't it?

I am born and brought up in Mumbai for last fifty eight years. Believe
me, corruption in Maharashtra is worse than that in Bihar. Look at all
the politicians, Sharad Pawar, Chagan Bhujbal, Narayan Rane, Bal
Thackray , Gopinath Munde, Raj Thackray, Vilasrao Deshmukh all are
rolling in money. Vilasrao Deshmukh is one of the worst Chief
Ministers I have seen. His only business is to increase the FSI every
other day, make money and send it to Delhi, so Congress can fight next
election. Now the clown has found new way and will increase FSI for
fishermen, so they can build concrete houses right on sea shore. Next
time terrorists can comfortably live in those houses, enjoy the beauty
of the sea and then attack our Mumbai at their will.

Recently, I had to purchase a house in Mumbai. I met about two dozen
builders. Everybody wanted about 30% in black. A common person like meknows this and with all your intelligent agency & CBI, you and your finance ministers are not aware of it. Where all the black money goes?
To the underworld isn't it? Our politicians take help of these goondas to vacate people by force. I myself was victim of it. If you have time
please come to me, I will tell you everything.

If this has been a land of fools, idiots, then I would not have ever
cared to write to you this letter. Just see the tragedy. On one side
we are reaching moon, people are so intelligent; and on the other
side, you politicians have converted nectar into deadly poison. I am
everything Hindu, Muslim, Christian, Schedule caste, OBC, Muslim OBC,
Christian Schedule caste, and Creamy Schedule caste; only what I am
not is INDIAN. You politicians have raped every part of Mother India
by your policy of divide and rule.

Take example of our Former President Abdul Kalam. Such an intelligent
person; such a fine human being. But you politician didn't even spare
him and instead choose a worthless lady who had corruption charges and
insignificant local polititian of Jalgaon WHO'S NAME ENTIRE COUNTRY HAD
NOT HEARD BEFORE. Its simple logic your party just wanted a rubber
stamp in the name of president. Imagine SHE IS SUPREME COMMANDAR OF INDIA'S THREE DEFENCE FORCES. What moral you will expect from our
defence forces ? Your party along with opposition joined hands, because
politicians feel they are supreme and there is no place for good
person.

Dear Mr Prime minister,

you are one of the most intelligent persons, a most learned person. Just wake up, be a real SARDAR. First and
foremost, expose all selfish politicians. Ask Swiss banks to give
names of all Indian account holders. Give reins of CBI to independent
agency. Let them find wolves among us. There will be political
upheaval, but that will be better than dance of death which we are
witnessing every day. Just give us ambience where we can work honestly
and without fear. Let there be rule of law. Everything else will be
taken care of.

Choice is yours Mr. Prime Minister. Do you want to be lead by one
person, or you want to lead the nation of 100 Crore people?

The 1989 kidnapping of Rubaiya Sayeed was an act carried out by members of the Jammu Kashmir Liberation Front a Kashmiri Muslim militant organization, on December 8, 1989 in Jammu and Kashmir. The kidnappers demanded the release of five of their comrades in exchange for Rubaiya's release. The government accepted their demands and freed the jailed terrorists.



Similarly after prolonged negotiations with the Taleban government and the Kandhar plane hijackers, three hard core terrorists were released by Indian government in exchange of all the hostages trapped in hijacked plane in Kandhar in December 1999.



These two historic incidents paved the way for more and more kidnapping of important persons in various naxal prone areas in the country to force the local government to release their naxal colleagues languishing in jail for long or to get their other demand accepted by ruling government.



During last two decades and more several incidents of kidnapping have taken place in various parts of the country and in most of the cases ruling government had to bow down. Still government state as well as central, had totally neglected the dangers of growing naxal activities and allowed it to grow without any break till last year when Mr. P. Chidambram was made Minister of Home affairs



Naxals in the state of Orissa have after all succeeded in forcing the government of Orissa to release their men. This has proved that naxals have grown in their fighting capacity. The incident of Orissa and the subsequent step by ruling government to release the jailed naxals as demanded by kidnappers has once again substantiated the fact that all states governments as well as central government took a very casual approach on the danger of naxals even after the sad incident in 1989 and 1999. The Orissa incident has once again established that Government has been totally failed in taking a coordinated approach on handling the problem faced by people living in naxal affected areas during last two decades.



Still there are various politicians of various political parties who are sympathizers of naxal element because they use to take the help of naxal forces in winning the election. There are many social activists, media men, journalists, NGOs who still talk of negotiation with naxals and plead of various measures to bring naxal in the mainstream of the society. They ignore the fact that naxals are basically criminals and they have huge money power as well as armed power. They use to extort money from all affluent person including police personnel. Businessmen and service men have to give huge amount of money to local naxal people to survive in the area peacefully but it is painful and dangerous that even police person, IAS and IPS OFFICERS have to give money to naxals for their safety.



It is open secret that Illegal and coercive methods are used by naxal elements to collect money from local rich people and there is none to stop them. This is not a new phenomenon but this has been continuing for last three to four decades. Naxals have developed very good relation with top bureaucrats, social activists, politicians, ministers and local powerful persons and slowly growing in numbers. Casual, ineffective and negligent action of ruling government during last three decades has resulted in growth of network of naxals to such an extent that naxals can now dictate terms to elected government by abducting one or two socially respected or powerful persons.



I hope all political parties at state or central level will now learn the lesson from the past and try to treat the criminal as criminals. They should not try to mix the issue of poverty with that of crime .All types of criminals should be punished and punished in a period of fixed time, say three months by local courts, six months by district courts and in one year by High courts. Any political interference in the matter of crime results in boosting up the morals of crime doers.



It is due to incompetent judiciary in our country that criminals use the judicial system to postpone the decision on criminal cases. On the contrary innocents and victims are afraid of knocking the doors of police or the court in want of justice.



It is due to delayed justice that hundreds and thousands of persons are languishing in jail for years and years .It is due to inefficiency of court that 61 alleged culprits had to pass their valuable ten years in jail for visibly no fault as because they were acquitted by Gujrat Special Court in Godhra case on 22nd of February 2011.There may not be anything more painful that innocents are put in jail for several years even without trials and without even charge sheet.



It will not be an exaggeration to say that top ranked officers, ministers, MP and MLAs, heads of various departments are also acting as naxals in their area of operation to exploit their contractors, staff working in various offices and common men .Only difference is that naxals are using armed power to commit their crime and High ranked officers and ministers are using their pen power to accumulate more and more wealth. It is true that bullets fired by naxals are reaching the ears and eyes of lacs of people whereas bullets fired by white collared powerful person through their pen are not visible to common men. Both groups are looting money and exploiting poor and weak people of their area in their own style. Both are brand of extremism and both are committing crime after crime, scam after scam only because they are not afraid of police or court action.



Top ranked officers are whimsically transferred to remote and critical places if they do not do what ministers desire and on the contrary given arbitrary promotion and given cream posting if they do what ministers desire and earns bribe and share with ministers. Similarly junior officers are transferred to critical and remote by top officers and this dirty chain continues till the bottom and ultimately it helps in creating unhealthy corrupt culture. Injustice in recruitment, transfers, posting and promotions breeds frustration and depression and eventually inaction by good officers. Good officers cannot be even whistle blowers against corrupt officers in fear of repercussion, burning, killing in the hands of corrupt but powerful naxals , powerful officers and powerful politicians.



To add fuel to fire, top ranked powerful officers and ministers are now a days earning money even in recruitment. Departmental heads are conducting examinations only for showing to people but actually they are selling the recruitment in the name of reformation and earning huge money by making direct recruitment of their choice. After all there is none to stop such dirty practice prevalent in all government run departments and offices. Hundreds and thousands of cases are pending in various courts of the country for several years and decades against injustice in promotion, recruitment and transfers. Justice is never available to victimized good workers till his life. Talented candidates are rejected in examinations and interviews. Good workers and good students are more often than not, to face frustration in life. And this results in boosting up of morals of bad elements like naxals.



I therefore always say that weak judiciary is the root cause of all maladies prevalent in the country. Both kind of exploitations can be stopped only by efficient police and judicial system.As of l now, there is no justice with good workers in government run offices and hence bad people grow and become more and more powerful .These bad people with the support of bad politicians are tarnishing the image of the country and it is they who real hurdle in real development of the country.

What is happening in this country after all?


Who will save this country from corrupt people?

I would like to advice our honorable PM not to malign at least the word religion. Because none of the religions in universe will allow theft of money, or disrespect to human being or compromise with human values. Manmohan Singh should say that corruption is an art used by politicians to acquire or to remain in power.




If Prime Minister of the country can allow corrupt practices, how can he dream of good governance in other offices of central or state government?


How will our learned PM then punish corrupt people as he has been promising since long?

Suggestion for better Planning

Government of India has expressed desire to seek suggestions and views from public to bring about reformation in planning and they have uploaded a discussion icon on t website of Planning Commission.

What is the use of seeking suggestions from public?

Any reformation is incomplete as long as human values are ignored and disrespected. Corruption can never be controlled by corrupt officers. Justice cannot be expected in time from corrupt judges. Corrupt ministers can never ensure good governance. Corrupt Chartered Accountants cannot stop malafide transactions and fraud in financial statements. Corrupt lawyers cannot ensure timely justice with the victim. Corrupt ministers and corrupt departmental heads cannot allow good officers to remain in and around his work place.

Economic reformation launched in1991 has helped in multiplying and aggravating the proportion of corruption in public life. Businessmen are given absolute freedom to earn profit as much as they like and this is the main reason behind relentless price rise and this is why price rise has gone beyond control of the administration and the government.

Labour reforms or judicial reforms are disliked by all politicians who believe in earning illegal money.

It is therefore not an exaggeration to say that none of the offices responsible for looking after welfare of working class is doing their job properly. It is bitter but undeniable truth.

Bribe based recruitment,whimsical transfer with malafide intention, bribe based promotion, forgery in examination, sale of examination question papers of all important examinations , bribe based setting with interviewers to pass the test, use of lobby to get good posting and before time promotion and so on , all these have become common and usual style of functioning and characteristics of all public organizations. Good employees are sidelined and corrupt employees are getting preferences in all government offices, Banks and PSUs.

Flattery and dishonesty has become the key to success in all fields.

In such position there is no use in framing policy or formulating attractive plans or asking for suggestions from the public to bring about reformation.

Until top ranked officers, ministers, public representatives, politicians and government staff in general become honest and patriot Indians cannot dream of getting justice in any field.

To add fuel to fire, Indian judiciary is corrupt, inactive and inefficient .It takes decades in getting judgments from courts in India. There is lack of adequate quality manpower in courts and hence lacs and cores of cases are allowed to remain pending for years together. Justice delayed is justice denied. Aggrieved person do not like to seek remedy from police department or judiciary. Everywhere bribe money plays the prominent role. In such position courts are used to perpetrate crime and carry out rule of injustice.

Even offices of Prime Minister and President of India do not listen to public grievances, not to speak of other offices meant to make effort for redressal of public grievances though there are several such departments. All such departments are working as forwarding agents or as manufacturerers of money. They simple forward the letter or complain to concerned office and sleep. None is at all bothered to serve the people though there are called public servants

What is the need of Interview or discretion in recruitment or promotion when most of the officers are corrupt?

What is the value of annual or periodical appraisal of employees or carrying out test for promotion when conducting officials are themselves corrupt .Who cares for merit?

None indeed.

All top officers keep flatterers and corrupt officials around them to earn more and more bribe and accumulate wealth as much as possible.

Central Government is allowing time bound promotion and seniority based promotion to staff. Why Public Sector Banks are allowing whimsical promotion, arbitrary transfer and fresh recruitment in higher cadres bypassing existing staff of experience of ten to thirty years in banking.

Are banks top executive earning money in recruitment, posting and promotion like other government departments?

Who is accountable for bribe based recruitment and bribe based promotions taking place in banking industry?

Why public petitions pertaining to corruption, injustice in wage revision and posting of corrupt ED and CMD in banks submitted to Prime Minister and Finance Ministers are ignored?

Why bank executives who have earned illegal money and accumulated wealth by lending to bad borrowers or writing off their dues are getting one after other promotion and cream posting.

Are all these possible due to strong lobby of corrupt officials?

Why government is unable to control growing NPA in banks and punish those bank officers whose ill motivated lending and ill motivated management of human resources resulted in increase in NPA.

This is the story of practically all departments under the control of the government. Everywhere criminals and defaulters are respected and given recognition.

या यूँ भी कह सकते है कि भारत के किसी भी गाँव से दिल्ली तक 4 लेन रोड बनाया

सकता है.
ऐसा भी कह सकते है कि 500 से ज्यादा सामाजिक प्रोजेक्ट पूर्ण किये जा सकते
है.
ये रकम इतनी ज्यादा है कि अगर हर भारतीय को 2000 रुपये हर महीने भी दिए जाये
तो
60 साल तक ख़त्म ना हो.*

यानी भारत को किसी वर्ल्ड बैंक से लोन लेने कि कोई जरुरत नहीं है. जरा सोचिये
हमारे भ्रष्ट राजनेताओं और नोकरशाहों ने
कैसे देश को लूटा है और ये लूट का सिलसिला अभी तक 2010 तक जारी है.
अंग्रेजो ने हमारे भारत पर करीब 200 सालो तक राज करके करीब 1 लाख करोड़ रुपये
लूटा.
मगर आजादी के *केवल 64 सालों में हमारे भ्रस्टाचार ने 280 लाख करोड़ लूटा है.
एक तरफ 200 साल में 1 लाख करोड़ है और दूसरी तरफ केवल 64 सालों में 280 लाख
करोड़ है.
यानि हर साल लगभग 4.37 लाख करोड़, या हर महीने करीब 36 हजार
करोड़ भारतीय मुद्रा स्विस बैंक में इन भ्रष्ट लोगों द्वारा जमा करवाई गई है.

.Does our beloved PM want to stop corruption in administration and politics through corrupt CVC Mr. Thomas or through CBI which has to dance in tune with ruling party?





India has been pioneer in best planning and has always been rated as number one in Planning. During last sixty years of freedom India has always framed best policies and formulated very attractive plans. Unfortunately Indian government and Indian politicians have invariably failed to put their plans and policies into action in true spirit. Planning is the best in practically all government departments, all PSUs and all public sector banks. But all plans are executed by implementing individuals and agencies with a hidden motto to earn illegal money.



This is because the persons who are supposed to execute the plan into action are corrupt or inefficient. Execution of plan in our country is the worst because the persons who are supposed to follow the policies, rules and laws are themselves violators of the same. Good officers are never allowed to perform better; rather they are sidelined or removed from the mainstream. Bad and corrupt officers are chosen for responsible, powerful and prestigious posts humiliating good officers. To add fuel to fire, Indians officers know how to cook the figures and how to make the balance sheet of performance attractive. Politicians know the art of befooling innocent voters by making unachievable promises. Politicians know the art of dividing the society to continue their rule.



It is therefore desirable that Indian government and top ranked officers of various departments first discard making plans , stop wasting time in making policies immediately and concentrate their entire energy for at least one year on real and actual development of human resources who execute the golden plans and policies. Government and every departmental heads have to demonstrate by their actions that good and honest performers are awarded and bad and dishonest staffs are punished. Politicians have to learn giving tickets for election only to good performers and stop calculating winning prospect on the basis of caste, community or the wealth of the person. Media has to stop portraying all stories of success or failure based on caste and communities. Politicians and top ranked officers have to stop arbitrary transfers and whimsical promotions to juniors and incapable staffs at the cost of good and capable staff.



Politicians have to ponder over why, after all their efforts; number of honest workers in the government and in government offices is shrinking whereas that of corrupt officers is increasing year after year. It is need of the hour to decide whether mere formulation of plans is enough for the development of the country and it is desirable to answer why the GDP growth said to have been achieved by current government is shared by only rich people who constitute hardly five percent of Indian population.



Politicians have therefore to learn first to give value to good workers, good ministers and good people in general. Humiliation and disrespect to Merit in the name of reservation to some caste or the other is also one of the various reasons for continuous erosion in Indian values.

I salute Subramanium Swamy like person who courageously moved against the misdeeds of the government and exposed the ongoing scam in the country under the banner of Congress Party, Total amount of loss to the country through various scams exposed during last year 2010 on account of corruption perpetuated by leaders of UPA amounts to many lacs of crores of rupees and still leaders of Congress Party in particular and that of UPA in general always blame NDA government, or BJP chief Ministers whose leaders has caused loss to the government (including state government ) totaling to hardly a few crores of rupees. “Ek Hira chor hai to dusra Khira chor Hai”. Still diamond thief is blaming the later to get rid of humiliation from the public.

“Bhai eh to public hai, eh sab janti hai”. Every nine out of ten person will definitely and categorically accuse leaders of Congress party and that of UPA for prevalent corruption in the country and hardly one person will point out his accusing finger towards leaders of BJP or NDA leaders. Person like Narendra Modi and Mr. Nitish Kumar are far far better than learned clean Prime Minister Mr. Manmohan Singh. A clean , helpless and ineffective leaders like Manmohan Singh cannot lead India to greater height s and so called story of development hyped by UPA government is getting punctured slowly by exposures of scams one after other. The greatest loss to the country caused by current rulers is nothing but loss of image of the Nation in the International forums and among world community.

Kapil Sibal , Ms Sonia Gandhi, Mr. Rahul Gandhi, Mr. Digvijay singh, Mr. Chidambram , Mr Pranab Mukherjee, Mr. Manish Tiwari, Mr. Manu Singhwi , Manmohan Singh , the great Prime Minister, the great economist and the great reformer and all VIP leaders of Congress Party were ridiculing CAG report till only a few days ago. Loyal advocates of Congress Party named above left no stone unturned to conceal their misdeeds and also to shut the mouth of crying leaders of Opposition parties demanding JPC in 2G scam.They try their level best to divert the minds of people of India from corruption and price rise to so called secularism. They are using Media and TV channels for this purpose by focusing news on Maegaon blast and so called Hindu terror. Please note that before the Malegaon blast UPA leaders never uttered Islamic Terror. The obvious motto of congress Party is to divide the people and rule the country and perpetuate the reign of corruption, reign of injustice and reign for exploitation of common men in the name of economic reformation.

Mr. Kapil Sibal was so much shameless that he even challenged the CAG report and named the report as non reliable, defective and hence a complete bull sheet. Top leaders of Congress Party were openly denying the charges and frequently told the media that there was no truth in 2G scam. It is they who spoiled 20 precious days of the Parliament and not members of opposition parties. It is usual practice that thieves after committing robbery willfully cry loudly “thief, thief, thief “ to get rid of police action. Similarly leaders of Congress Party were blaming NDA government for 2G scam and never accepted JPC.

It is only Supreme Court that has made them silent , otherwise they would have never accepted that there was a scam and could have saved Raja and his associates in 2G scam. Congress Party is full of corrupt leaders and hence number of exposures of scam during the tenure of UPA is increasing. Even other partners in UPA are masters in scam.

CBI the main puppet in the hands of ruling party is also taught a lesson by Apex Court. This is why at least some important persons have been arrested. Now it depends on CBI whether they submit charge sheet with full support of oral witnesses and adequate documentary evidences or allows the case to be rejected as other cases related to VIP and powerful rich persons were rejected in the past.

Leaders of Congress Party named above should now at least cover their faces and go deep into hibernation.
They do not have now any moral right to preach sermons to public, to innocent voters and to world community.

Entire world has seen and witnessed the exposure of one after other scam. FIIs will no doubt fly away from Indian market slowly if the growth of Corruption is not stopped by any revolutionary leader. People are now very angry and they will dethrone Congress leaders if they do not mend their behavior and stop malpractices completely. Till now, none of action of Congress party leaders is able to demonstrate that they are working seriously and honestly to stop malpractices.

Flattery is key to Power and Money

Simple solution to all problems India is facing is to make judiciary and police department effective by providing them all required infrastructure and adequate manpower to deal with the cases they have to handle so that none of the cases remains pending for more than three months . They must be capable in either awarding punishment or in acquittal of the accused.

It is necesssary to create fear in the mind of evil doers by punishing top ranked corrupt officers and ministers who perpetrate evil work, irrigate and promote the same by taking support of his flatterers. For this purpose they misuse the dlegated powers of posting and promotions ninvested in them.. These powers of posting and promotion have to be changed and the concerned law must be made seniority based and fully transparent so that corrupt officers cannot manipulate the posting and promotion as per whims and post all flatterers at key posts .In the existing system honest and devoted workers are shunted away and posted at the most critical place because perpetrators of corrupt practices do not want to see any impediments in their path.They also know that none of indian courts can punish them for their evil work.They also know that even if they are trapped they can manage police and court by dint of their money power.

Corruption flows from the top. When the top officers and ministers are punished it will create a demonstrative effect down the level.Unfortunately in our country for all big scams low level officers and clerical staff are made scapegoat and punished whereas ministers and top officers who verbally or telephonically gives instructions for doing evil works are not even touched. This gives wrong signal to good workers.

One Mr. T N Sheshan showed the nation that the Election Commission can do something despite huge protest from so many quarters. There are several DCs and SPs in our country who are hard and honest workers without any fear of any repercussion from any quarter and whose image is so much horrible that criminals fly away from the district before he or she joins that district. One Mr. K. K. Pathak was such a DM that he left no stone unturned to make entire system active and effective. Government staff had a fear of his name and they could not visualize doing any bad work or even attending office late. But unfortunately the CM of that state and his flatterers removed Mr. Pathak from the district and posted him in the secretariat at Patna. He was such a man who had faced 19 transfers during 7 years of his appointment as IAS officers because he was not liked by local politicians. He did several good work in the district he was posted during one year of his posting which several ministers, MLAs and MPs of that district could not do during last fifty years. There are several such good officers who have performed but have been punished by politicians .

Even during the period of emergency from 1975 to 1977 there was tremendous change in the administration. Though some excesses were committed by few flatterers there was positive change in many departments. There should be a fear always in the mind of evil doers.Unfortunately in our country it is only innocent and honest workers who are always afraid of police action or judiciary if he goes to lodge his grievance for justice. This trend has to be reversed.

When the top officers and top ranked ministers are good , people below them are likely to follow him willingly or unwillingly. There must be fear of law in all citizens of the country irrespective of his caste,community region or religion.reservations must be based on financial of the person and not on the basis of caste or community.

I agree that rules are are adequate to deal with the evil doers and execution of law in true spirit is lacking. Execution is faluty primarily due to wrongful interference of powerful persons of the area. Secondly it is a bitter truth that all important departments are not provided with adequate manpower. Suppose a judge is given thousands of the case for disposal without providing enough manpower he will naturally compromise with quality and try to dispose off the case and earn illegal money too.It is my experience that in cases of exposure scam or scandal government appoints one man committee to asses and situation to submit the report. Such one man committee is not provided adequate support if it is apprehended that some of ruling party member will be trapped and on the contrary more and more support is provided if they assume that some member fo rival party will be trapped and punishment. This is called dirty politics and which is all pervasive , which is practically in all departments, offices, banks , insurance companies, public sector undertakings, schools and colleges etc.Banks are given target for lending and not provided sufficient manpower to monitor the same due to which more one one lac crores rupees are locked in Banks as Non Performing assets. In our country all targets are achieved by manipulation only because they do not have fear of follow up action if they commit wrong.

This is why I am of strong view that root cause of all malady lies in selection, recruitment, promotion ,posting , transfer of bad workers who are flatterers and yes-man of the Boss, Minster or Local Rich person.Merit is not awarded in our country. Good work is not recognized anywhere in the country. This is why people prefer becoming yeoman and earning illegal money along with bosses . Society also is unable to distinguish rich but corrupt officers from poor but honest hard workers. If bad workers get appreciation and recognition all where , it is but natural that good workers will gradually discard their goodness . This is happening in our contry and we proudly say that this is Indian style of working, corruptions is accepted system and so on.

In some of PSU banks their CMDs , EDs or General Managers or DGMs are so much clever that they are earning money even by way of recruiting person from campus or formal interview directly in even higher scales. They in this way give pain to those officers who have been honestly and sincerely serving the bank for last 5 to 35 years.They are humiliating senior workers by promoting juniors and appointing freshers in higher scales in the name of reformation .They are even promoting to even corrupt and inefficient workers and ignoring good workers only because they believe in flattery, golden gifts, red carpet welcome and lending to bad borrowers. Due to such wrongful execution of good policies unhealthy culture is developed and workers of such bank become indifferent to safety of bank’s assets. Even RBI , Banking Division or Ministry of Finance are manageable provided the top ranked officers is clever to make money ,involve in lobby and take advantage of the lobby to not only remain in the system but always appear as rising star.

It is pity that in our country officers who are called as star performers in the corridors of powers are actually stabbing the organization. Similarly in the government, there are a few flatterers of the top ranked ministers who make or mar the system as per their sweet will. It is therefore always alleged that Sonia Gandhi or Manmohan Singh is guided by caucus of few ministers. Even late Indira Gandhi was accused of keeping caucus surrounding her. In all banks, offices top officers are surrounded by flatterers and it is they shut the eyes and ears of top officers through corrupt means.

Everything is possible if one does not have fear of Laws of the land. In practice Indian democracy has become farce and Indians are maching towards anarchy.

Politics and Economics

Congress Party is attempting to divert the mind of opposition party members from 2G spectrum to Ayodhya issue by highlighting and striking the bones of contention between Hindu and Muslim community. After landslide victory of Nitish Kumar in Bihar and one after other exposure of scams of UPA regime, Congress Party is once again trying to divide Hindu and Muslims by throwing salt on their old wounds.

What steps congress party has taken during last 6 years to bring harmony between the two communities? Obviously, none will be the answer. In fact Congress party is interested in nothing but only in Muslim votes. Divide and rule is the main principle for continuance of congress rule.

It is not BJP but it is Congress Party which by dint of continuous appeasement of Muslims forced Hindus to come together and start joint movement to safeguard their existence with respect and dignity. It was Rajiv Gandhi who by changing the Constitution after Sah Bano verdict in Supreme Court tried to send a crystal clear message to Muslims that Congress Party can go to any extent for getting Muslim votes. But by this act of appeasement Rajiv Gandhi forced Hindu organizations and non-Congress Party members to come together and fight jointly against misrule of the then Congress Party government. In short, It was appeasement policy of Congress rules that gave birth to the idea of Rath Yatra.

Secondly when Rajiv Gandhi opened the door of Somnath Temple to attract Hindu voters, why and how BJP was wrong in carrying out Rath Yatra. BJP came to power due to Rath Yatra undertaken by L K Advani and it was the victory of people of India. Victory was obtained by BJP only under the principles of democracy. As a matter of fact every political party is doing caste based politics.

Why then Mr. Digvijay Singh and his associates in congress Party are so much bothered about Rath Yatra or RSS only, why is he not worried about SIMI , Naxal network and other terror outfits active in the country.?

Entire Congress party understand it very well that due to large scale corruption in the government and due to anti people policies of the government people at large are annoyed with UPA rule. Inspite of hectic campaign by Rahul Gandhi in Bihar and inspite of hate campaign spearheaded by Congress party and media men against Narendra Modi in Bihar and Gujarat states, none of Non-BJP parties could stop the landslide of victory of BJP and JDU in Bihar and that of BJP in Gujarat.

People of India have now understood the faulty policies and nature of large scale corruption prevailing under UPA rule and they cannot be hypnotized by false promises or divisive polices. This is why none could save Congress Party in Bihar election. Voters of India have understood how Congress party is playing in the hands of a few capitalists and forcing common men to suffer the pain of unprecedented price rise in all essential commodities. Even Muslim voters have to a great extent understood the real character of Congress Party and hence cannot change their idea only by crocodile tears of Congress Party leaders like Digvijay Singh or Rahul Gandhi. People of India want development. People want their essential needs are made available at reasonable price in open market. People want quality education and medical care. People want proper infrastructure. They are least bothered of Rath Yatra which took place two decades ago. Congress Party should not now try to befool Muslim voters and divide Hindu Muslim unity by falsely tarnishing the image of BJP. It is Congress Party leaders who are striking at the sentiments of Muslims and frequently hurting Hindus .It is not BJP leaders who are arousing communal sentiments.

I praise at least Sonia Gandhi who thought it wise to announce some steps to fight out corruption from the Indian administrative, judicial and political system.

Let us see whether the announcement made by Trio of by Sonia, Rahul and Manmohan during Congress Party Summit are only meant for preaching sermons or putting them in actions. I can predict from my experience that none of politicians will ever like any action against any of their colleague. At best they can choose some scapegoats in the administrative offices to show the public that Congress Party is Anti-Corruption.
As regards promise of Sonia Gandhi to protect Whistle Blowers I would like to draw her kind attention on my following letter written to President of India and various chiefs of the bank. This letter is enough to put stress on the fact that root cause of all corruption is whimsical transfer, arbitrary recruitment and promotions and posting of honest persons at remote and critical places. Because such misuse of discretionary powers by top ranked officers forces juniors and field level workers to indulge in flattery of superiors to win their hearts and get everything done as per choice and in clear cut humiliation to good workers .

Central government announced policy of protection to whistle blowers to improve vigilance administration long back. It is remarkable to say here that whistle blowers are those working staff who secretly report to CVC about the corrupt practice such as bribe based lending or commission based contractual work or purchase of goods and services of his higher authority or his colleague. According to this policy Central Vigilance Commission (CVC) is authorized to receive written complaints for disclosure of any allegation of corruption, misuse of office, abuse of power and recommend appropriate action.

Every Public Sector undertakings including banks also announcd similar policy advising staff not to be silent spectator of corrupt practice in the office or branch they work. Inspite of such policy announcement and subsequent reminding circulars for the same there is no actual response from staff working all over India. It is an open secret that cancer of corruption is all pervasive and widely rampant in all offices and branches.Still honest staff thinks it wise to be silent spectator of all unhealthy and unjustifiable actions of powerful persons inspite of the fact that bank management tried to convince whistleblowers by saying that staff can submit such complaints of allegation of corruption in writing in a sealed cover directly to CVC without any fear of repercussion. Bank management has also announced incentive scheme for such whistle blower to make it an effective tool to prevent corrupt activities going on in Public Sector Banks..

Corruption as a matter of fact includes not only giving bribe or commission. Higher management or powerful bosses can indulge in various other types of corrupt practice which induce and inculcate unhealthy practices in offices and branches they control. Whimsical posting , whimsical promotions of yes-man and flatterers superseding so many talented workers and arbitrary transfer by higher authorities are carried out without any hindrances from any corner. Higher authorities can do so by using powers of discretion given to them in promotion policy by way of interview and in transfer policy by showing exigencies of bank’s work. ‘

Any officer who creates impediments in the path of corrupt bosses in earning bribe and commission or in getting golden gifts or in getting red carpet welcome in five star hotels from his yes men serving in branches and offices under him is very easily removed .
Any worker specially an officer who is a considered would- be whistle blower, a prospective complainer of evil works of executives, he or she may be transferred to such a critical place that his or her family life and social life becomes hell.
Bank management has power to make an officer as Branch Manager (apparently incentive but practically a punishment) and post him to such a remote place that he cannot visualize even peaceful living of his or her family.
Such honest and talented officers are transferred from one corner to other extremely far located other corner even violating normal transfer policy. Such honest officers will not be sanctioned leave when they desire. Even slightest mistakes of such honest and prospective whistle blowers are viewed seriously by corrupt team of officers in controlling offices and they are rebuked , humiliated before a gathering and what not until they feel isolated, frustrated and attain a position of depression.
On the contrary officers who are yes-man and flatterers of corrupt bosses, who earn bribe and share with bosses, who extend five star welcome to bosses, who on the excuse of inauguration or a function call the bosses and offer costly gifts are given choice posting , quickest promotion and given whatsoever they desire.
Actions of almost all executives demonstrates that they like those officers who earn money and gifts through lending or purchase of goods and service and honestly share with bosses called as executives. Rather such corrupt team of executives award junior level corrupt officers not only by giving them cream posting and unusual and abnormal promotion but also praising them before the mass gathering.

Obviously policy of incentives for whistle blowers introduced by corrupt team of executives sitting in top posts becomes a laughing stock for ground level honest officers.

Bank management has such weapons in their hand they can punish whistle blowers in many ways which will look like promotion and up gradation in post but in fact they which will slowly kill ego of whistle blowers or honest workers , attack on his respectability and disturb his peaceful living.
Particularly in banks, it is very much common that junior officers are made Branch Manager, Chief Managers or promoted to higher scale and seniors are forced to work under him. Scale II officers are made Branch Manager of scale III or scale IV branches whereas scale IV are made to work in scale II or scale II branches .
Flatterers are kept posted in home town or metros or big towns or at place of his choice for years together on some plea or the other and they are given quickest jump in career superseding a lot of other hard workers whereas prospective whistle blowers are posted in far remote villages for year and years and always rejected in promotion processes.
There is in fact no scope of justice for such aggrieved officers because controlling offices are full of flatterers and yesmen.Not only this, such aggrieved and victimized officer cannot seek and expect justice from court of law because in our country even court cases are not decided in twenty to thirty years.
To add fuel to fire bank management can spend lacs and crores of rupees on valued advocates for winning the case filed by aggrieved worker or at least postponing the decision on cases of corruption raised by juniors whereas a poor officer who is victimized and who is met with injustice cannot afford a simple advocate to plead for his case for one or two decades. There are many such instances when honest officers are willfully harassed by his seniors. There are many instances when junior but honest officers complains against senior to top offices but such complaint are either not attended or attended after so much delay that actual culprit is retired, expired or leave the bank. There are many such instances where actual culprit s awarded with promotions whereas other juniors working around him is made scapegoat.
Such type of flattery culture and an environment which induces corruption is prevalent not only in banks but also in other offices of the government.
Chief Minister of state gets success in earning wealth worth hundreds of crores of rupees only through IAS officers working under him. As soon as Chief Minister of a state assumes his office his first and foremost task is to remove officers and worker from his office who may create problem in earning money and replace them with team of blind supporters of corrupt practices initiated or promoted by him.
Mr. A. Raja, ex- telecom minister could succeed in arbitrary decision and cause loss of lacs of crores of rupees to Indian government only with the help of team of flatterers or one can say with the support of a gang of looters and with the blessings of his colleagues in the cabinet.
Mr. Kalamadi could succeed in spending Rs.70000 crores of rupees despite the fact that initial budget for Commonwealth Games was not even seven hundred crores. Now even various inquiries set by the government will not result in trapping of actual culprit because such culprit has so many Godfathers. During the course of time all evidences will be eliminated, witnesses will be removed from the path or motivated to say in tune with what the ministers speak. Moreover goods and services purchased at many times higher rate than prevailing rate can no more be produced for verification. Tenders allotted to corrupt contractors at much higher rate can no longer be reversed or questioned after the task is already completed. Obviously entire exercise of searching the culprit will prove futile as usually happens in the country. After 24 years of investigation in Bofors scam and after spending hundreds of crores of rupees government of India discarded the exercise and Rajiv Gandhi was exonerated using political power. Mr. Ashok Chauhan CM of Maharashtra was not alone is misuse of power in allotting flats to kith and kins of MPs and MLA of the state in Adarsh Society.
Mr. Raja allowed sale of 2G spectrum on 2002 rates whereas Mr. Kalamadi purchased goods and services at cost hundred times of it was budgeted in 2002.This is called tactful and cleaver manipulation of office decisions. This is the punch of corruption prevailing in the country. Every where there is talk of corruption in the system but no remedy is visible to anyone. There are very few dare devil persons like Subramanium Swamy who raises the voice against the system but ultimately such person are also cornered and punished by the corrupt system.

This is why policy of whistle blowers gets no response from any corner of the country. Scams after scam are exposed, but government never try to catch and punish the master mind behind the same and neither try to understand the actual fault of the system and frame such policy which can nip the actual culprit in the bud and punish the actual guilty in time . Unfortunately such culprits are generally top ranked officers and ministers in the government to whom perpetrators of corruption do not want to be punished.
If bank management in any bank is really interested to reduce corruption they should start the process of purification from the top and demonstrate their strong will to serve the interest of honest and loyal workers. For this purpose
1. They should revisit the files of all EDs. General Managers and Deputy General Manager and all charge sheeted officers but now sitting at top posts and try to find out their misdeed which they executed during their past service of say ten years and why they were not punished and who are those officers who were made scapegoat to save top officers.
2. They should assess the status of all advances made by them during their posting at branches to know whether they are still standard or written off or treated as Non Performing Assets (NPA).it will make clear that only those officers who were expert in earning through bad lending are now sitted at top posts.
3. They should assess the status of all goods and services purchased through suppliers and contractors and ascertain whether higher amount were paid for them and whether quality was equivalent to what was expected for the amount paid.
4. They should find out the name of officers who have been transferred to other states and remote villages in the state because they were not yes-man of controlling regional head. They should find out the name of Deputy General Managers or AGMs or Regional head or Circle Head or Zonal Head who transferred the services of subordinates to remote and critical places even violating the existing transfer policy in the name of exigencies of bank’s services. They should punish such top executives and demonstrate that they are really supporter of good workers.
5. They should find out the name of officers who have not been considered for promotions even in twenty to thirty years and his juniors have been given one after other promotions. They should sanction seniority based promotion to all those who have been ignored and demonstrate their strong will to give justice to all. Of course those officers who do not work upto the justifiable expectation of the management should be given an opportunity to improve and then demoted for non performance. But in any case management can deprive any officer of his legitimate right to get an opportunity to get promotion in time and serve in a better way.
6. They should find out the reason why a few officers are frequently transferred from one corner to the other whereas many officers have been allowed to work in a particular area for twenty to thirty years in continuation.
7. They should find out the name of charge sheeted officers who have been promoted and also name of highly talented honest and good officers of unblemished good record of performance who have been willfully ignored by members of Interview panel in promotion process. They should find out why appeals of such aggrieved officers were not looked into seriously and acted upon. Guilty member of interview panel or HR department should be booked to task for their mischievous acts and simultaneously officers who have always been neglected should be elevated to higher grade or scale for which they deserve.
8. They should punish those executives who made bad advances and still promoted by higher bosses only because they shared their ill earned money with bosses. They should assess the growth in assets of such corrupt officials and confiscate the property if found really disproportionate to their annual income.
9. They should inquire why direct recruitment of inexperienced and incapable officers from campus at higher salary package in higher scale is preferred by top bankers ignoring existing talented and experienced good officers. Are top bankers not realizing bribe in cash in lieu of recruitment? Are existing officers in lower scales really incapable? Are inexperienced officers recruited in higher scale creating frustration and demotivation in already existing lot of officers? Are newly recruited inexperienced officers causing loss to banks due to their poor exposures in branches? Are CRE recruited for marketing retail loan successful and as per expectation of the bank? If there is something wrong in the system will anyone punish CEO and ED who executed such faulty policy of direct recruitment as CRE or Credit Manager which is bound to cause lifelong loss and which is bound to create negativity in existing workforce?
10. Will anyone take on oath and confirm that only non performers were transferred from one office or one branch to other? Or transfers and promotions are sold now a days?


I am therefore of strong view that policy of whistle blower will not be a success until management of bank demonstrate their good intention by their actions. When top officials are corrupt, of bad track record and whose image is not good one honest and really good worker at junior level cannot dream of leading a peaceful and respectful life with the help f his honesty or his performance. Under such circumstances it is not incorrect to say “Dishonesty is the best policy”

If there is a will there is a way.

It is easy to preach the sermon but difficult to practice. In our country honest people are afraid of going to police because they know that Thana people torture complainers and join hands with the person against whom charges are leveled. People of India know very well that CBI or other preventive departments who are supposed to act against corrupt person are puppet in the hands of powerful ministers ruling the country or a state.

It is easy to frame attractive and good policies but difficult to execute the same until people holding the responsible and powerful post and people sitting in the top offices have the strong will to put the desired policy into action. I am therefore not astonished that policy of whistle blower announced by government of India and introduced by bank management did not yield any response and did not precipitate any fruits of recognition from field level workers.

If any policy fails to produces desired result it also cast aspersions on the will and intention of policy makers. It is therefore justified to say that rulers of the bank as also that of the country are really originators of corrupt practices and policies to reduce corruption and improve vigilance awareness are framed for framing purpose.
