Government of India in the year 2008 and 2009 announced numerous stimulus packages to salvage not only banks but also the Indian economy as a whole from crisis erupted in foreign countries. Unfortunately after lapse of three years and huge stimulus packages the country is facing the same crisis as it faced in the year 2008 and before.
It is astonishing and mysterious too that public sector banks in general used to offer higher and higher rate of Interest to attract corporate deposit , bulk deposit and government deposit in their fold upto 2010 and on the contrary they were ready to finance at sub BPLR rate to corporate . Banks were booking higher and higher profit before 2008 and upto 2010 and showing lower and lower Net NPA and Gross NPA inspite of offering higher deposit rates and lower lending rates.
But during last one year or so when RBI has resorted to rate hikes 12 times and when banks are forced to accept base rate to avoid sub PLR lending, almost all banks have raised BPLR and Base rate to their peak level and on the contrary they have stopped almost completely offering higher rate of interest on deposits to corporate, government departments and cash rich PSUs.. Surprising during last four quarters, profit of most of the banks have either come down or started falling quarter after quarter despite the fact that lending rate is increased abnormally and deposit rate increase is stopped and controlled to a great extent.
What mystery and magic lies behind this is beyond my comprehension, but I am very much confident that the dirty game of bankers will be exposed only when thorough investigation is carried out and some of CMDs and EDs and some of CAs are booked to task who are carrying out fraudulent activities just similar to what Raju carried out in Satyam Computers.

After complete introduction of Core Banking Solution (CBS) in banks, Reserve bank of India advised banks to calculate bad assets called as Non Performing assets (NPA) on common terminology using advanced technology and not manually . Banks are slowing getting pressure to assess their quality of assets through automated system taking advantage of CBS technology. Since management of banks find now difficult to conceal bad assets under CBS oriented NPA assessment system, total of bad assets is now being exposed in Balance sheet and it has reached a level of 3% of total advances.
It is to be noted here that NPA percentage is still more than what it has been revealed during last few quarters. Still banks have not declared their entire NPA and after taking RBI hidden consent. Of course they are gradually exposing their bad assets and this is why quantum of bad assets has not jumped to highest position in one time but it is rising quarter after quarter. Officials of RBI, top management of each PSB and official of Ministry of Finance all know very well that actual quantum of bad assets in government banks is far more than 5% of total advances. In more than 25% of three year old branches gross NPA is more than 25% of total advances. There are many such branches where gross NPA is even more than 50% of total advances.
Clever bank management are trying their best to show minimum percentage of gross NPA by either manipulating the system secretly or by resorting to fresh lending by opening new branches and resorting to fresh bulk lending to big corporate, to real estate sector and to mutual funds so that total advances in banks increases which in turn reduces percentage of Gross NPA compared to Total Advances. But this story will not help for longer period until there is adequate improvement in quality and moral integrity of credit sanctioning authority , honesty in promotion processes in banks ,improvement in legal machineries which may help in recovery from willful defaulters , tightening of screws on Chartered Accountants , Valuers and official of rating agencies and change in attitude of politicians. Bank management has to increase number of staff in branches, reduce staff at administrative offices and award honest officers by stopping and punishing corrupt officers who were rising in their career through unfair ways and means. Till now bank management has not tried to cure the real disease and at the same time government of India have also not improved the quality of legal system and not tried to inculcate good culture in politicians who are using bank loan to enhance their personal wealth and to increase their vote banks.
It is very sad that all the time when proportion of bad assets increases in banks , management of banks accuse global recession, interest rate hike, bad monsoon, natural calamities etc but not punish the real culprit. It is remarkable here that when most of top official have occupied the top post and come through bad routes and when they have themselves created and accumulated bad assets in their banks they are not in a position to punish the real culprit and hence they are searching always some weak scapegoat , some lame excuses and pleading some irrelevant reasons before MOF for deteriorating quality of bad assets in banks.
Million dollar questions is “Who will bell the cat when even officials in RBI and MOF are equally weak and guilty”. System is not corrupt but corruption has become the system in banks. Not only banks but all other government departments including judiciary are also victim of same disease.
It is therefore not surprising that public demand led by Anna for strong Lokpal Bill is gaining momentum month after month, day after day and none can stop this. Government can torture Anna, Ramdeo and their followers but cannot stop public revolt without punishing corrupt officials and corrupt politicians.

Why Government Lokpal Bill is fraud
Critique of Government’s Lokpal Bill 2010
(Proposed to be passed as an ordinance by the Central government)
UPA government has been under constant attack due to exposure of one scam after the other on the issue of corruption. In order to salvage its image, the government proposes to set up an institution of Lokpal to check corruption at high places. However the remedy seems to be worse than the disease. Rather than strengthening anti corruption systems, this bill if passed, will end up weakening whatever exists in the name of anti corruption today.
The principal objections to government’s proposal are as follows:
Lokpal will not have any power to either initiate action suo motu in any case or even receive complaints of corruption from general public. The general public will make complaints to the speaker of Lok Sabha or chairperson of Rajya Sabha. Only those complaints forwarded by Speaker of Lok Sabha/ Chairperson of Rajya Sabha to Lokpal would be investigated by Lokpal. This not only severely restricts the functioning of Lokpal, it also provides a tool in the hands of the ruling party to have only those cases referred to Lokpal which pertain to political opponents (since speaker is always from the ruling party). It will also provide a tool in the hands of the ruling party to protect its own politicians.
Lokpal has been proposed to be an advisory body. Lokpal, after enquiry in any case, will forward its report to the competent authority. The competent authority will have final powers to decide whether to take action on Lokpal’s report or not. In the case of cabinet ministers, the competent authority is Prime Minister. In the case of PM and MPs the competent authority is Lok Sabha or Rajya Sabha, as the case may be. In the coalition era when the government of the day depends upon the support of its political partners, it will be impossible for the PM to act against any of his cabinet ministers on the basis of Lokpal’s report. For instance, if there were such a Lokpal today and if Lokpal made a recommendation to the PM to prosecute A. Raja, obviously the PM will not have the political courage to initiate prosecution against A. Raja. Likewise, if Lokpal made a report against the PM or any MP of the ruling party, will the house ever pass a resolution to prosecute the PM or the ruling party MP? Obviously, they will never do that.
The bill is legally unsound. Lokpal has not been given police powers. Therefore Lokpal cannot register an FIR. Therefore all the enquiries conducted by Lokpal will tantamount to “preliminary enquiries”. Even if the report of Lokpal is accepted, who will file the chargesheet in the court? Who will initiate prosecution? Who will appoint the prosecution lawyer? The entire bill is silent on that.
The bill does not say what will be the role of CBI after this bill. Can CBI and Lokpal investigate the same case or CBI will lose its powers to investigate politicians? If the latter is true, then this bill is meant to completely insulate politicians from any investigations whatsoever which are possible today through CBI.
There is a strong punishment for “frivolous” complaints. If any complaint is found to be false and frivolous, Lokpal will have the power to send the complainant to jail through summary trial but if the complaint were found to be true, the Lokpal will not have the power to send the corrupt politicians to jail! So the bill appears to be meant to browbeat, threaten and discourage those fighting against corruption.
Lokpal will have jurisdiction only on MPs, ministers and PM. It will not have jurisdiction over officers. The officers and politicians do not indulge in corruption separately. In any case of corruption, there is always an involvement of both of them. So according to government’s proposal, every case would need to be investigated by both CVC and Lokpal. So now, in each case, CVC will look into the role of bureaucrats while Lokpal will look into the role of politicians. Obviously the case records will be with one agency and the way government functions it will not share its records with the other agency. It is also possible that in the same case the two agencies arrive at completely opposite conclusions. Therefore it appears to be a sure way of killing any case.
Lokpal will consist of three members, all of them being retired judges. There is no reason why the choice should be restricted to judiciary. By creating so many post retirement posts for judges, the government will make the retiring judges vulnerable to government influences just before retirement as is already happening in the case of retiring bureaucrats. The retiring judges, in the hope of getting post retirement employment would do the bidding of the government in their last few years.
The selection committee consists of Vice President, PM, Leaders of both houses, Leaders of opposition in both houses, Law Minister and Home minister. Barring Vice President, all of them are politicians whose corruption Lokpal is supposed to investigate. So there is a direct conflict of interest. Also selection committee is heavily loaded in favor of the ruling party. Effectively ruling party will make the final selections. And obviously ruling party will never appoint strong and effective Lokpal.
Lokpal will not have powers to investigate any case against PM, which deals with foreign affairs, security and defence. This means that corruption in defence deals will be out of any scrutiny whatsoever. It will become impossible to investigate into any Bofors in future.
Therefore, the draft Lokpal ordinance is eyewash, a sham. It is sad that despite so much of embarrassment caused to UPA due to so many scams, UPA is still making a fool of the people in the form of this draft ordinance.

(Proposed to be passed as an ordinance by the Central government)
UPA government has been under constant attack due to exposure of one scam after the other on the issue of corruption. In order to salvage its image, the government proposes to set up an institution of Lokpal to check corruption at high places. However the remedy seems to be worse than the disease. Rather than strengthening anti corruption systems, this bill if passed, will end up weakening whatever exists in the name of anti corruption today.
The principal objections to government’s proposal are as follows:
Lokpal will not have any power to either initiate action suo motu in any case or even receive complaints of corruption from general public. The general public will make complaints to the speaker of Lok Sabha or chairperson of Rajya Sabha. Only those complaints forwarded by Speaker of Lok Sabha/ Chairperson of Rajya Sabha to Lokpal would be investigated by Lokpal. This not only severely restricts the functioning of Lokpal, it also provides a tool in the hands of the ruling party to have only those cases referred to Lokpal which pertain to political opponents (since speaker is always from the ruling party). It will also provide a tool in the hands of the ruling party to protect its own politicians.
Lokpal has been proposed to be an advisory body. Lokpal, after enquiry in any case, will forward its report to the competent authority. The competent authority will have final powers to decide whether to take action on Lokpal’s report or not. In the case of cabinet ministers, the competent authority is Prime Minister. In the case of PM and MPs the competent authority is Lok Sabha or Rajya Sabha, as the case may be. In the coalition era when the government of the day depends upon the support of its political partners, it will be impossible for the PM to act against any of his cabinet ministers on the basis of Lokpal’s report. For instance, if there were such a Lokpal today and if Lokpal made a recommendation to the PM to prosecute A. Raja, obviously the PM will not have the political courage to initiate prosecution against A. Raja. Likewise, if Lokpal made a report against the PM or any MP of the ruling party, will the house ever pass a resolution to prosecute the PM or the ruling party MP? Obviously, they will never do that.
The bill is legally unsound. Lokpal has not been given police powers. Therefore Lokpal cannot register an FIR. Therefore all the enquiries conducted by Lokpal will tantamount to “preliminary enquiries”. Even if the report of Lokpal is accepted, who will file the chargesheet in the court? Who will initiate prosecution? Who will appoint the prosecution lawyer? The entire bill is silent on that.
The bill does not say what will be the role of CBI after this bill. Can CBI and Lokpal investigate the same case or CBI will lose its powers to investigate politicians? If the latter is true, then this bill is meant to completely insulate politicians from any investigations whatsoever which are possible today through CBI.
There is a strong punishment for “frivolous” complaints. If any complaint is found to be false and frivolous, Lokpal will have the power to send the complainant to jail through summary trial but if the complaint were found to be true, the Lokpal will not have the power to send the corrupt politicians to jail! So the bill appears to be meant to browbeat, threaten and discourage those fighting against corruption.
Lokpal will have jurisdiction only on MPs, ministers and PM. It will not have jurisdiction over officers. The officers and politicians do not indulge in corruption separately. In any case of corruption, there is always an involvement of both of them. So according to government’s proposal, every case would need to be investigated by both CVC and Lokpal. So now, in each case, CVC will look into the role of bureaucrats while Lokpal will look into the role of politicians. Obviously the case records will be with one agency and the way government functions it will not share its records with the other agency. It is also possible that in the same case the two agencies arrive at completely opposite conclusions. Therefore it appears to be a sure way of killing any case.
Lokpal will consist of three members, all of them being retired judges. There is no reason why the choice should be restricted to judiciary. By creating so many post retirement posts for judges, the government will make the retiring judges vulnerable to government influences just before retirement as is already happening in the case of retiring bureaucrats. The retiring judges, in the hope of getting post retirement employment would do the bidding of the government in their last few years.
The selection committee consists of Vice President, PM, Leaders of both houses, Leaders of opposition in both houses, Law Minister and Home minister. Barring Vice President, all of them are politicians whose corruption Lokpal is supposed to investigate. So there is a direct conflict of interest. Also selection committee is heavily loaded in favor of the ruling party. Effectively ruling party will make the final selections. And obviously ruling party will never appoint strong and effective Lokpal.
Lokpal will not have powers to investigate any case against PM, which deals with foreign affairs, security and defence. This means that corruption in defence deals will be out of any scrutiny whatsoever. It will become impossible to investigate into any Bofors in future.
Therefore, the draft Lokpal ordinance is eyewash, a sham. It is sad that despite so much of embarrassment caused to UPA due to so many scams, UPA is still making a fool of the people in the form of this draft ordinance.

Why Jan Lokpal Bill is necessary
No politician or senior officer ever goes to jail despite huge evidence because Anti Corruption Branch (ACB) and CBI directly come under the government. Before starting investigation or initiating prosecution in any case, they have to take permission from the same bosses, against whom the case has to be investigated.
Lokpal at centre and Lokayukta at state level will be independent bodies. ACB and CBI will be merged into these bodies. They will have power to initiate investigations and prosecution against any officer or politician without needing anyoneⳠpermission. Investigation should be completed within 1 year and trial to get over in next 1 year. Within two years, the corrupt should go to jail.
No corrupt officer is dismissed from the job because Central Vigilance Commission, which is supposed to dismiss corrupt officers, is only an advisory body. Whenever it advises government to dismiss any senior corrupt officer, its advice is never implemented.
Lokpal and Lokayukta will have complete powers to order dismissal of a corrupt officer. CVC and all departmental vigilance will be merged into Lokpal and state vigilance will be merged into Lokayukta.
No action is taken against corrupt judges because permission is required from the Chief Justice of India to even register an FIR against corrupt judges.
Lokpal & Lokayukta shall have powers to investigate and prosecute any judge without needing anyoneⳠpermission.
Nowhere to go - People expose corruption but no action is taken on their complaints.
Lokpal & Lokayukta will have to enquire into and hear every complaint.
There is so much corruption within CBI and vigilance departments. Their functioning is so secret that it encourages corruption within these agencies.
All investigations in Lokpal & Lokayukta shall be transparent. After completion of investigation, all case records shall be open to public. Complaint against any staff of Lokpal & Lokayukta shall be enquired and punishment announced within two months.
Weak and corrupt people are appointed as heads of anti-corruption agencies.
Politicians will have absolutely no say in selections of Chairperson and members of Lokpal & Lokayukta. Selections will take place through a transparent and public participatory process.
Citizens face harassment in government offices. Sometimes they are forced to pay bribes. One can only complaint to senior officers. No action is taken on complaints because senior officers also get their cut.
Lokpal & Lokayukta will get public grievances resolved in time bound manner, impose a penalty of Rs 250 per day of delay to be deducted from the salary of guilty officer and award that amount as compensation to the aggrieved citizen.
Nothing in law to recover ill gotten wealth. A corrupt person can come out of jail and enjoy that money.
Loss caused to the government due to corruption will be recovered from all accused.
Small punishment for corruption- Punishment for corruption is minimum 6 months and maximum 7 years.
Enhanced punishment - The punishment would be minimum 5 years and maximum of life imprisonment.
A few Thieves and corrupt politicians sitting in Parliament have been putting hurdles in passing of Lokpal bill for last forty years and they are enjoying the fruits of power for their self and for their kith and kin. They ignore public who voted them to power. That is why now People of India led by Anna has come forward with a Lokpal bill drafted by them.
Government says that it cannot accept the draft of common men or civil society members because it is against the spirit of the Parliamentary democracy. They plead that the government draft has been referred to Standing Committee of the Parliament. Who are the members of the committee is also to be seen: person like Lalu, Amar Singh, Singhwi cannot do justice to Lokpal Bill
A few Thieves and Corrupt persons sitting in Parliament and who have been consistently earning and accumulating ill earned money and becoming richer and richer cannot be expected to pass a stern and effective Lokpal Bill. They have been applying their cleverness rather to postpone the bill for last 40 years
Now when under pressure of public agitation they have submitted the lokpal bill before Parliament, they have rather introduced provisions in their Bill to punish to those who complain against corrupt politicians and corrupt officers.
They have been consistently and willfully using “democracy” and “Secularism” as a tool and as a gun to shut the mouth of weeping, tortured and aggrieved public and shot the person, party and society who raise voice against the corrupt politicians. They have been consistently trying to puncture the movement of Anna as they did Ramdeo Baba’s movement against Black Money.
These clever politicians ( government flatterers ) fired at peaceful demonstrators at Ramlila Ground on 4th June in midnight where Mr. Ramdeo was sitting in fast to lead a movement to bring back black money .These clever politicians tried their level best to trap and torture Ramdeo , Bal Krishna Acharya , Anna and their supporters on flimsy ground… These cleaver politicians tried their level best to disallow Anna’s fast and left no stone unturned to prevent Anna and his followers raising voice against Government.
Government talks of Standing Committee, parliamentary democracy and adequate time to pass the bill. Government has lost credibility because they talked, discussed and debated various provision of proposed Lokpal bill along with members of Civil society and drafted a joint bill but while presenting the bill in Parliament, they completely ignored the ideas and views of Civil Society members.Government showed by action that they do not value draft prepared by civil society members and on the contrary they did their best to ridicule members of Civil society, to malign them and to threten them to discard their Jan lokpal bill or face the consequences as Ramdeo Baba faced.
Prime Minister Manmohan Singh says that in such a short span of time ( 10 days )as suggested by Anna Team, such a vital bill as Lokpal Bill cannot be passed by Parliament. I wish to mention here that this Parliament which is being used as a tool to hide the malicious intention of the government was never used during last seven years of UPA rule even to discuss the important bills like Finance Bill or any other bill. Parliament passed the bill pertaining to rise in their salary and perks in a day or two. Indira Gandhi Changed the basic structure of the Constitution by 42nd Amendment bill without any discussion in Parliament. Hundreds of bills are passed every year without any debate and discussion.

April6, 2009 The Economic Times: As India prepares to elect a new Parliament, a latest study shows that only 173 MPs in the 14th Lok Sabha actually spoke on legislative issues while the House passed nearly 40 per cent of the bills with less than one hour of debate.
Parliament is used for mutual mug slinging but not in constructive discussion. If there is a will, there is a way. Government has not exhibited their will to pass the strong Lokpal Bill. Their actions and activities clearly indicate that the government is determined to crush the movement of Anna and postpone the making of bill as long as possible.
But, here I wish to warn the government that this time people of India have awaken from their deep slumber and they will now ensure that their will of strong Lokpal bill is fulfilled by hook or by crook.
It is a bitter truth that government never understand the demands made by common men or an organized union until their peacefully placed demand is followed by agitation and violent agitation.
People of India know it very well that Government realize the gravity of the genuine demands only when some private and public properties are burnt , some innocent men are sacrificed and so on.
This government does not try to understand the sentiments of common men but try to divide them by hook or by crook. The issue is how to eliminate corrupt people from the system AND NOT who are THE POLITICAL PARTIES SUPPORTING Anna.
It is only when the Parliament has failed to pass the desired bill for last 40 years , need of the hour is to leave all works aside and work day and night to discuss and debate Jan Lok Pal bill and pass it in the Parliament to exhibit their effectiveness in practice.
Government should without any delay shed their ego and reconcile with the situation and do justice with public demands.

Parliament is made to represent the views of common men , not that of elected leaders . Elected leaders are supposed to read the pulse of common men and give value to views of civil society members. No rule or law should pose a hurdle in passing of a strong Lokpal Bill in 10 days if government is determined to pass the bill from core of their heart. They can continue debate 24 hours in Parliament for all the residual 9 or 10 days to give respect to public sentiments and Pass Lokpal Bill as agreed upon by consensus in Parliament, The purpose is to pass a effective legislation to create a fear complex in the minds of evil doers and prevent stop officers and politicians adopting corrupt practice for their self interest. It is not prudent and desirable that the government waste time in unnecessary discussions on non issues.It may be Lokpal or Jan lokpal or a mixture of the two . People of India want to get rid of corrupt people and for this purpose they are wholeheartedly behind Anna and Ramdeo.
I request leaders of Congress Party not to allow the situation Created by followers of Anna and Ramdeo going beyond their control and precipitate a situation like Tiananmen Square of China

Support Anna Team Now or Never
Anna has toled that leaders of Congress Party has betrayed Anna Team on Jan Lokpal Bill and on saction of place for fast scheduled to commence from 16th of this month.Government will continue to betray because it knows very well that opposition parties are divided, votes are divided and hence their victory in election in certain. As long as Anna do not get full fledged and unconditional support from opposition parties, the success of Anna's movement will undoubtedly be time consuming and the team of Anna Hazare will have to face tortures as Ramdeo Baba faced in recent past.
I had suggested on this forum and on many other forums that Ramdeo and Anna and their team should try to take the support of opposition parties on the issue of price rise, corruption and terrorism & naxalism to oust the most corrupt party from power.
I once again reiterate that support of opposition parties is unavoidable to precipitate situation like that created by Jai Prakash Narayan in 1974. After all India believes in Parliamentary democracy and there is no immediate threat to majority possessed by UPA in Parliament despite all stories of Corruption. It is only when elections are ordered voters will get an opportunity to teach a lesson to dictatorship of Congress Party led UPA’s . ”Chor upar Sinachori “ type policy has become the habit of ruling Congress Party only because they do not see any threat to their power in near future and for this they diplomatically tease the party BJP on communal and pseudo secularism.
The moment they realize that BJP is immediate threat to their survival they will immediately try to add Anna team into their fold .
When Indira Gandhi lost election petition filed by Raj Narayan in Allahabad court she clamped emergency in the country and lall prominent leaders of opposition parties were arrested early in the next morning . Excesses were committed during emergency and people were forced to surrender before dictatorship of rulers. After 20 months all leaders of all opposition parties realized that their unity was very much necessary to oust Dictator Indira Gandhi.
Time has once again come and need of the hour is that leaders of all opposition parties extend their whole hearted support to Anna and Ramdeo. Otherwise days are not far when they would face the same music as they faced during emergency. Ramdeo was tortured, Bal Krishna was tortured like anything but tax evaders like Hasan Ali has been released. Government brutally lathi charged BJP demonstrators in Delhi when they were shouting against corrupt leaders Shiela Dikchit.
If Anna Team also fails like Ramdeo Baba I think it will the greatest blow to fight against corruption and the consequence will be unprecedented rise in arbitrary rule of Congress Party. Price rise, corruption, black money and terror activities will rise by leaps and bounds and government will never act against evil doers.
It is desirable that prominent youth leaders, students of all colleges, and all social activites come together, extend voluntary support to Anna team . NOW or Never. It is the time to strengthen and empower Anna Team as much as possible to teach a lesson to shameless team of Congress Party leaders who are committing blunder after blunder, scam after scam and still threatening to peaceful activists.
I therefore request Anna Team to give enough value to leaders of opposition parties who are ready to support them. They should not fear Congress Party who plead that Anna is backed by RSS and BJP. It is very much necessary that a national party support a national movement for its grand success.

If Anna Team also fails like Ramdeo Baba I think it will the greatest blow to fight against corruption and the consequence will be unprecedented rise in arbitrary rule of Congress Party. Price rise, corruption, black money and terror activities will rise by leaps and bounds and government will never act against evil doers.
It is desirable that prominent youth leaders, students of all colleges, and all social activites come together, extend voluntary support to Anna team . NOW or Never. It is the time to strengthen and empower Anna Team as much as possible to teach a lesson to shameless team of Congress Party leaders who are committing blunder after blunder, scam after scam and still threatening to peaceful activists.

My Letter to all MPs
Esteemed Member of Parliament
We are deeply hurt and disappointed with the government proposed Lokpal Bill. We want Lokpal to be a Strong Government Independent Anti Corruption body , which can investigate on its own.
"Jan Lokpal Bill" has been proposed to support people of India like myself. So , please support Jan Lokpal Bill which is effective than the Government proposed Lokpal bill in eradicating corruption.
Please note that you are elected representative and it is your first duty to listen to legitimate demands of people of India, not following blindly directives given by your party boss only.You must apply your own conscience too and support Jan Lokpal Bill by hook or by crook instead of toeing the line of the government which is bent upon turning a blind eye to vital issue of black money and rampant corruption due to their vested self interest.
If fear is created in the minds of evil doers there is no doubt that in course of time such strong Jan Lokpal Bill will help not only in reducing the level of corruption in Indian political and administrative system but will also help in reducing the pain caused to common men by abnormal rise in prices of essential commodities or loss caused to common men due to naxal and terror attacks and also help in reducing the land value to a great extent as a result of which the house property will become affordable for common men.
If power of black money is diluted, judiciary will become stronger, flattery will be insignificant and merit will become of utmost importance in all walks of life.If strong Lokpal Bill is accepted for enactment I think power of money in general election will face phenomenal erosion and merit of the candidates contesting the election will always get importance-

Why we have lost faith in present government :-------------
1. Nothing has been done during last 40 years to stop corruption. Lokpal bill is pending since long only because thieves are sitting at top post and they do not want any punishment for themselves. Cases of corruption lodged by CBI and Vigilance departments remain pending as long as the accused person is in power and as long as Supreme Court intervenes. Thousands of Cases involving thousands of crores of rupees frauds, misappropriation of government fund, corruption are lying pending in the office of CBI, RBI, Vigilance Department because VIPs of Government do not want any punishment to actual culprits and perpetrators of corrupt culture. None of accused in Bofors scam, Sikh Riot , Stamp scam, Bhopal Gas tragedy etc have been punished even after lapse of 25 years.
2. If the guardian is not disciplined and if there is no fear of punishment, the children are mostly likely to become worse than guardian. Congress party has remained in power for most of the time after freedom and level of corruption has been rising year after year. Even after exposure of numerous scams worth lacs of crores of rupees, government is hesitant to punish guilty ministers, It has become habit of Congress Party leaders to blame BJP and RSS for all mischievous acts of their friends in power.
3. Everyone is chor (thief, corrupt, dishonest), it does not mean that Chori Karna Pap nahin hai.We have to learn to discriminate between Hira Chor and Khira Chor.And it is not acceptable that it is not possible to change the system of corruption. If non flatterers and truly meritorious persons are chosen for top posts, if merit is given its due recognition there is no doubt that the degree of corrupt culture will get diluted in course of time.
4. There are numerous examples of good officers, good ministers, good CMs who have acted honestly and effective come what may during their tenure and created phenomenal change in the area they worked. Narendra Modi and Nitish Kumar are two latest examples whose work has been appreciated all over the country. Still Congress Party or RJD like political parties can find out a few faults of omission or commission in Gujarat and Bihar to tarnish the image of Bihar or Gujarat. But people of Bihar and Gujarat are happier under reign of current government. People of Congress Party have forgotten Sikh Riot of 1984 but is not ready to forget Gujarat riot of 2002.
5. T. N Shesan showed the country that if there is a will there is a way. Many IAS and IPS officers (like Kiran Bedi) have proved that if they are tight in administration criminal fly away from the district they are posted.
6. In our country our PM Manmohan Singh and his gang of ministers are still not ready to believe that Kalamadi or Koda or Raja did any wrong. He and his government are not ready to accept Shangloo committee report and PAC report. He does not believe finding of CAG if top ranked ministers are accused. His clean image will prove to be very costly for the Nation. Corruption has crossed the level of tolerance, it is the statement of PM himself but he says that is helpless.
Ministers found involved in scam are made Governors of some state of made central ministers or made Director of banks or CEO of public sector undertakings because leaders of Congress Party are in habit of rewarding flatterers and torturing opponents by hook or by crook. Though Manmohan “Singh is said to be Doctor in Economics , economy of our country during his period of reformation has given great disservice to Nation, greater pain to common men and caused unprecedented loss to the country .
6. Spokesmen of Congress Party have in general become shameless and bent upon puncturing the movement launched by Baba Ramdeo and Anna Hazare only by loudly crying that BJP and RSS are behind Civil Society member. It is unfortunate that the pious word like democracy and secularism are used by leaders of Congress party to commit impious and evil work and to commit their culture of corruption. It is Congress Party which strangulated democracy by imposing emergency on 26th of May1975 and by arresting all opponents .It is Congress Party which ignored and misused secularism,. Constitution and the spirit of Parliamentary democracy when it allowed Sikh riot taking place uninterrupted for a week all over the country sitting at Delhi in power, which allowed Babri Masjit demolition in 1986 and which ignored Supreme Court order by amending the Constitution in Shah Bano case.
7. Many countries in the world have already initiated action to stop exodus of money from their country for parking in other countries. China like country has formulated new rules to bring back black money parked in foreign banks like Swiss Bank but India shows their helplessness in this line , Why? It is bad luck that CWC has proposed tough stand against Civil Society Members. They have forgotten that public have voted them to power and public can uproot them from power if they like so. And civil society is nothing but effective part of public and they have every right to propose good ideas .

Black Money in India
Government should make efforts to reduce creation of black money in following ways.
First and foremost is very simple solution to the problem of black money and it is minimizing cash transaction. As per company rules all payment above value of Rs.20000 should be through cheque but still companies are making purchases in cash .Ramdeo Baba has right pointed out that notes of Rs.500 and Rs.1000 should be demoetised.Even Rs100 note should be demonetized. Politicians always talk of poor farmers, small traders to continue their earning through evil means. More than 90 percent of population of India does not earn 100 rupees a day; more than 50 % of population does not earn even Rs.20 a day. As such they will not face any problem. In developed countries like USA, 99 percent of sale and purchase take place through cards or bank cheques and after giving acceptable identity only. In India 90 percent of sale and purchase takes place in cash. Government should try honestly to remove all constraints coming in way and ensure that more than 90% of such transactions takes place through cheque .
Most of traders and manufacturers and government officers are perhaps aware that only in Delhi purchases by traders takes place in hundreds of crores of rupees in cash , or by Rs.9000 demand draft ( less than Rs.20000 DD can be purchased in cash). Draft of value less than Rs.20000 are purchased by traders in every nook and corners of the country and used in Delhi to buy goods and these DDs circulate as hard currency and as black money for six months (period for which DD is valid in banks).If all purchases in Delhi, Surat, Rajkot, Kolkata, Mumbai start taking place in cheque, they seller will start selling on bills and paying tax.
Secondly government should try to bring all incomes generated by servicemen, traders and manufacturers in tax domain. for this purpose they should stop all types of reliefs, concession exemptions. Chartered Accountants and Tax consultants guide Income tax payees how to save tax and how to avoid tax payment. Severe punishment should be given to CAs who is master in converting black money into white money. Tax exemption limit should be upto ten lacs should be permissible so that number of service men are excluded from tax payment and in this way tax authorities will have controllable numbers of assesees to scrutinize. Those IT officials who allow tax evasion by taking bribe should be severely punished in shortest time so that there is demonstrative effect on juniors and babus working in his office.
Thirdly all purchases of house, lands and commercial property should be thoroughly checked by IT officials and where the sale value shown is far less than prevailing market rate , they should be allowed to either cancel the deal or they should purchased the property on behalf of the government and distribute among poor and middle class service men. In Mumbai itself flats worth more than a crore rupees is registered at value Rs, 25 to 50 lacs. Such low valued registration takes place in India every day in good numbers and government is fully aware of it. Most of the netas and officers are purchasing high value properties and it is they who are supposed to stop creation of black money. Birds of same feather flock together. Officers and politicians save each other , thieves always have good relation among themselves so far as action against them by police is concerned.
Fourth, government should adequate manpower in police and judiciary to ensure that pendency of FIR and court cases in Thana and courts respectively is brought down from 50 millions to 50 thousand and lower .There should be fear of law in the minds of all evil doers. Action should be sever and quickest against those who violate rules. There should be honesty in execution of laws too. Law enforcing agencies if found on wrong path should be severely punished. Officers and politicians who hold top post and commit mistake or indulge in illegal practices should be punished more so that subordinates working under them do not dare to think of taking bribe or illegal money from any citizen.
Fifth root cause of all corruption is dishonesty in recruitment, promotion, posting and transfer of staff working in government offices. Corrupt officers humiliate honest officers and reject them in promotion processes or post them at the most critical places. Due to this culture of flattery and bribery takes the root in all organization. Property of all top ranked officers and ministers must be checked and those found to be guilty of earning money through bribe either in cash or in kind must be brought to task immediately and severely to demonstrate his subordinates that evil workers are not spared. Such corrupt officers should be removed from the services and those honest officers who have been sidelined should be brought back in mainstream to give a moral boost up those who are devoted workers. For this purpose all officers who have been elevated violating seniority should be given their due award and on the contrary officers who promoted this unhealthy culture should be demoted and posted at critical places.
Expenses on all types of election should be banned. Any Indian citizen who is recognized in an population area of say 10000 should be allowed to contest and do door to door campaigning to prove his caliber and popularity. Each such elected person should form a body and then they should elect one person for each black and each district. No rally, no pamphlets, no car rally , no processions, no banners and in brief no expenses either on nomination or on campaigning. Politicians are very clever and it is they who promote black money and it is they who taken huge money from corporate houses, top ranked traders, high profile servicemen, professionals and businessmen to enrich their political fund.
Crores of rupees are spent by all contesting persons in a general election and all these money are nothing but black money. Users of black money cannot allow stopping of creation of black money as long as government do not ban all types of expenses. Politicians always talk of government funding and never talk of reducing expenses. It is these hard core politicians who by dint of their huge money power purchase voters, give them temptations of various types of gifts and strangulate democracy. In fact democracy and secularism are two words which have been used by politicians as tools to befool and loot Indian citizens. These clever politicians divide the voters on caste and communal grounds, backwards and forward ground, poor and rich ground, regional and religious ground and finally win the election to perpetuate their job of looting the nation. They know very well that Indian laws are in their hands and they can manipulate police, judiciary, law enforcing agencies, vigilance agencies and administration by dint of their money power and by dint of their post.
Corrupt practices and use of black money is so much deep rooted that one can say without any doubt that democracy and secularism are meant for corrupt people only. Government is made of corrupt persons, made for corrupt persons and made by corrupt persons.

Unity of Opposition parties is inevitable to fight against corruption
When the persons in power crosses the limit of tolerance people of India must come and has rightly come in the front to throw such corrupt leaders from the government who have caused not only huge loss to the public money but given unbearable pain to common men on all fronts
Mr. clean PM and Mr. Kapil sibal like flatterers did not treat 2G scam, CWG scam and other scams seriously. Government did not frame Lokpal bill for last 20 years. Corruption has crossed all limits of tolerance and this fact has been accepted openly by PM. Still government is proud of running a government well and shamelessly blames RSS and BJP for all its misdeeds and for its failure in stopping misdeeds of others. So shameless and rudderless is this government that it has no moral to teach Anna and Ramdeo. People do not have faith on such corrupt leaders and do not want to listen their preaching’s.
God has tried to save Indians from looters who active in disguise of government and who are sitting in top posts. God has tried to save Indians by sending person like Anna, Kiran Bedi, Arvind Kejriwal,Baba Randeo, who aremaking their best efforts to ensure punishment to evil doers in quickest time. What is wrong in it? They are not crying for their self interest, they are trying to stop corruption and bring back black money. People will support them till their last breadth. Why is government afraid of civil society members?
It is definitely because ministers are the originator of dirty stream and it is they who promoted flattery and bribery culture and hence people have to clean Ganga from where it originates.
Let the flatterer ministers try their best to torture person like Anna and Baba Ramdeo, let the government try to tarnish the image of Anna team , Baba supporters and opposition parties , people of India voted DMK out , it is they who know how to vote out Congress Party too. In 1977 they showed their power and again they will prove their power by uprooting UPA rule. For this task all opposition political parties will sooner or later come together to fight out evil of UPA rule and to expose clean PM Manmohan Singh.
People are just waiting for a leader like Jai Prakash Narayan who can bring about polarization in likeminded political parties so that the current mighty government can be pulled down forcefully.
When Head of most of the departments are busy in loot of government fund, when ministers and almost all elected representatives are busy in accumulation of wealth through illegal means and when almost all officers and babus are busy in earning money through bribe and kickbacks, we may say that the system is bad and we need urgent change in the system.
For change in the system we need change of the government which promoted bad culture in the system. We need strong public force and political platform to teach corrupt persons a lesson and dethrone them from their post. For this purpose we need a Lokpal Bill equipped with provision of stern and quick punishment for corrupt leaders and corrupt officers.
Self less leadership is needed urgently to strength the hands of forces which are fighting against the corrupt leaders and bad system.
Home Minister and Finance Minister are rightly worried that Anna Hazare and his team desire to form a parallel government. People will very soon form such parallel government as many naxal groups and terrorist groups have formed in many corners of the country.

Source of fund accumulated by Ramdeo Baba is by way of donations received from various volunteers, supporters and followers who were benefited by Yoga taught by Baba to cure various diseases.
Politicians extort money from businessmen , forcefully collect donations from corporate houses and collect money from various top ranked officers who earn money through bribe on various contractual work sanctioned by them and various subsidies released by them. Government collects money from corporate houses and in lieu of that gives various tax reliefs to them. On the other hand Ramdeo Baba teaches yoga, cures diseases and collects donation from them.
Whose money needs investigation from ED or IT officials?
Whose Narco test is needed? That of Ramdeo Baba or that of Diggi and his team, Sonia and her flatterers?
Diggi ,Pranab Da and Kapil should try to answer .

Political rally is organized by political workers in support of Sonia or Rahul or Manmohan Singh by forcefully taking possession of public vehicles to carry villagers and poor men upto the spot of rally whereas followers of Ramdeo Baba voluntarily collected at Ramlila Ground Delhi to extend their support to Baba in his movement against corrupt system, to bring back black money from foreign bank and to punish corrupt officers and politicians through stern and effective Laws.
Before asking Ramdeo Baba to explain justification of expenses incurred in organization of Satyagrah at Ramlila ground at Delhi, government should ask and introspect similar justification from politicians who spend crores of rupees on rallies organized during election campaign or unwarranted red carpet welcome given to Sonia Gandhi or Rahul Gandhi or any public figure.
Government cannot justify police cruel attack in midnight on Satyagrahis who were completely peaceful Had the movement been violent like other political Band and political strikes, government could not have dared such cruel police action as did on Ramdeo Baba followers.
