Ruchika case , an eye opener

Ruchika lost her life, her family suffered for years. Real culprit Mr. Rathore got one after other promotions and better posting and eventually retired. There are numerous such instances which are unnoticed but the victims have been suffering for several years. It is really a fun that all human right bodies, woman organization and media remained silent for last 19 years in case of Ruchika till court delivered judgement.It should not be surprising that in a day or two all hue and cry will subside and the aggrieved families will continue to be tortured like Ruchika’s family person.

When most of the Ministers, MPs and MLAs at state level are corrupt how can they inculcate good practices among IAS officers, IPS officers, judges, other functional heads and subordinate staffs?
When person like Madhu Koda or Lalu Yadav or Mayawati or Om Prakash Chautala or Bhajan Lal become head of a state, corrupt officers will get powerful and cream posting and continue to be awarded with quickest promotions whereas on the contrary good and honest officers working in the administration will be shunted away, deprived of promotion and placed at non-effective dormant posts. One can imagine the fate of the state in such position when the head is the most corrupt.

Since the Chief Minister of Harayana Mr. Bansi Lal or Mr. Chautala or Mr. Bhajan Lal was corrupt they went on patronizing and promoting corrupt person like Mr. Rathore. Such heavy weights in politics and in administration do not face any problem in managing even judiciary and police departments. When the person is powerful and corrupt, he can manage even court of law and this is why court could deliver judgment in almost 20 years. Even the unavoidable punishment is ensured to be bare minimum i.e. six month imprisonment and that too bailable.It is not astonishing in the prevailing corrupt system that the culprit got the bail and now moving freely in the market with laughing face whereas the victim’s family is moving from pillar to post for getting justice. Obviously it is not Mr.Rathore or Mr. Chautala who are alone responsible for such sorry state of affairs, there are many more behind the scene who worked as catalyst in not only materializing the ugly motive of Mr. Rathore but also keeping him in stream .

It cannot be denied that when the top in any office or in the government is weak and corrupt, the bottom-line is bound to be corrupt, inefficient and dishonest. It is not only Ruchika but there are millions of people who have been tortured by Indian corrupt system. Every day and everywhere such type of exploitations and torturing are taking place. Media take cognizance of one or two cases and then they too go for hibernation.

Old proverb “survival for the fittest” no more holds good. Now a day’s survival is possible only for the person who is well versed in flattery to bosses, to high command in the party and who can earn money through ill methods and shares the same with his bosses. As such it is not astonishing that corrupt persons are placed at top posts in almost all offices.

Whimsical promotion, whimsical transfer and posting are the root cause of all types of irregularities, deficiencies, corruption, exploitations, injustices, delayed justice, denial of promotion, and mal-administration in the family, in the society and in the country as a whole. Whenever a new departmental head joins his duty or a new Chief Minister takes charge of the state, or a new government comes to power at the center, chain of whimsical transfers takes place causing unwarranted annoyance among talented and good workers. Whimsical promotions to flatterer juniors superseding senior good workers are very common in our country.

As long as we are unable to provide a reasoning based transfer and merit based promotion and as long as the wrong doers are not punished by courts in the country in the quickest timeframe we cannot imagine of stopping corrupt practices prevailing and spreading like cancer in the society.

I have been advocating abolishing Interview panel in all promotion processes and eliminate all avenues which give scope for whimsical decisions in all departments and in all organizations because Interview is such a test where Interviewers can easily spoil the candidate’s career. Similarly delegated power of transfer invested in top post should be diluted and well defined because it is the power which more often than not, gives rise to corrupt practices, demotivates good workers and promotes bad culture in the system.. Key role is played by elements like bribe, gift, sources, godfathers, and flattery possessed by employee in transfers and posting or during interview,

Last but not the least; our courts cannot deliver justice in decades. This eliminates the fear from the minds of culprits and the aggrieved person is constrained to bear with the tortures thrown upon him or her by the system in systemic manner. . Justice delayed is justice denied. And when there is no hope of justice even from court, aggrieved person is left with no alternative other than digesting the poison of injustice.

If anyone is seriously interest to avoid recurrence of story like Ruchita’s story, one should leave no stone unturned to strike at the root cause behind such sad story. It is very much essential to punish all those who were involved directly or indirectly in supporting ill – motives of Mr. Rathore. Necessary police reformation, judicial reformation, administrative reformations have to be carried out in the shortest period and political intervention in these spheres has to be completely stopped to achieve a long lasting and sustainable solution to shortcomings and deficiencies of the system..
In fact India has plenty of laws and India lacks only person who can boldly enforce the existing laws to punish the real culprit and save the innocent. Those who are talking of framing new laws and new rules or amending the constitution are making simply Bakwas and they in fact do not want to do anything, rather inclined to support the culprit.
To prove the effectiveness of the government, it must take immediate steps and respond spontaneously at least after the happening of an ugly incident and decision of the court. In case of Ruchika, all including political leaders and chief ministers should be punished who directly or indirectly supported the corrupt person like Rathore to go up the ladder in his career, who diluted the police case or court cases against Rathore either by false witnessing or wrong recommendation either in writing or by building pressure through phone or musclemen , who took unjustified and unwarranted action against Ruchika, who intimidated Ruchika and her family, who contributed in created an environment which forced Ruchika to commit suicide or those who killed her and all those who tortured brother of Ruchika by framing false charges. Mere stripping of police medal or stopping of pension is not enough to punish person like Rathore .It is more important to see whether the government is able to punish those person also who supported Mr. Rathore in carrying out his ill motive. and to punish who indirectly colluded with him.

At least 100 persons should be punished, suspended or dismissed or jailed or booked to task to create a fear in the minds of all who perpetuate and promote wrong culture in the public life. The case of Ruchika should sound alarm bell for all culprits and the clear cut message should be visible and understandable that government is serious to maintain good governance.

Poverty Removal

Report published in popular Newspaper on poverty status of the country has not defined the present level of poverty line based on which it has been concluded that about 37% of Indian population lives under poverty line but it definitely exposes the true story of all development expenses done by Central and state government during last 60 years. In the name of poverty alleviation various governments have spent billions and billions of rupees every year but the result is that actual number and actual percentage of persons living below poverty line in India in general has been moving up and up. Poor people are growing poorer and their pain has been increasing year after year.

Government all the time talks of GDP growth and tells with pride that India will lead the world. This story will also open the eye of such VIPs, politicians, social reformers, administrators and economists who talk of social inclusion but fail to do any thing in this regard.

Prices of all commodities have been moving up every day and the position of majority of Indians have been becoming alarming day by day due to erosion in their purchasing capacity day by day. Our Government talks of merger of banks, reservation for minorities, increasing the domain of OBC for some caste or the other but do not try to understand whether so called GDP growth is really benefiting poor people or confined to a few percentage of rich persons.

Our beloved Finance Minster do not try the understand the gravity of increasing pain of more than 90% of Indian population due to unprecedented price rise forgets to take care of poor and people living below poverty line and the increasing pain of such poor people. He has to understand that every talk of GDP growth is farce until it reaches in the hands of real poor.
