Ruchika lost her life, her family suffered for years. Real culprit Mr. Rathore got one after other promotions and better posting and eventually retired. There are numerous such instances which are unnoticed but the victims have been suffering for several years. It is really a fun that all human right bodies, woman organization and media remained silent for last 19 years in case of Ruchika till court delivered judgement.It should not be surprising that in a day or two all hue and cry will subside and the aggrieved families will continue to be tortured like Ruchika’s family person.
When most of the Ministers, MPs and MLAs at state level are corrupt how can they inculcate good practices among IAS officers, IPS officers, judges, other functional heads and subordinate staffs?
When person like Madhu Koda or Lalu Yadav or Mayawati or Om Prakash Chautala or Bhajan Lal become head of a state, corrupt officers will get powerful and cream posting and continue to be awarded with quickest promotions whereas on the contrary good and honest officers working in the administration will be shunted away, deprived of promotion and placed at non-effective dormant posts. One can imagine the fate of the state in such position when the head is the most corrupt.
Since the Chief Minister of Harayana Mr. Bansi Lal or Mr. Chautala or Mr. Bhajan Lal was corrupt they went on patronizing and promoting corrupt person like Mr. Rathore. Such heavy weights in politics and in administration do not face any problem in managing even judiciary and police departments. When the person is powerful and corrupt, he can manage even court of law and this is why court could deliver judgment in almost 20 years. Even the unavoidable punishment is ensured to be bare minimum i.e. six month imprisonment and that too bailable.It is not astonishing in the prevailing corrupt system that the culprit got the bail and now moving freely in the market with laughing face whereas the victim’s family is moving from pillar to post for getting justice. Obviously it is not Mr.Rathore or Mr. Chautala who are alone responsible for such sorry state of affairs, there are many more behind the scene who worked as catalyst in not only materializing the ugly motive of Mr. Rathore but also keeping him in stream .
It cannot be denied that when the top in any office or in the government is weak and corrupt, the bottom-line is bound to be corrupt, inefficient and dishonest. It is not only Ruchika but there are millions of people who have been tortured by Indian corrupt system. Every day and everywhere such type of exploitations and torturing are taking place. Media take cognizance of one or two cases and then they too go for hibernation.
Old proverb “survival for the fittest” no more holds good. Now a day’s survival is possible only for the person who is well versed in flattery to bosses, to high command in the party and who can earn money through ill methods and shares the same with his bosses. As such it is not astonishing that corrupt persons are placed at top posts in almost all offices.
Whimsical promotion, whimsical transfer and posting are the root cause of all types of irregularities, deficiencies, corruption, exploitations, injustices, delayed justice, denial of promotion, and mal-administration in the family, in the society and in the country as a whole. Whenever a new departmental head joins his duty or a new Chief Minister takes charge of the state, or a new government comes to power at the center, chain of whimsical transfers takes place causing unwarranted annoyance among talented and good workers. Whimsical promotions to flatterer juniors superseding senior good workers are very common in our country.
As long as we are unable to provide a reasoning based transfer and merit based promotion and as long as the wrong doers are not punished by courts in the country in the quickest timeframe we cannot imagine of stopping corrupt practices prevailing and spreading like cancer in the society.

I have been advocating abolishing Interview panel in all promotion processes and eliminate all avenues which give scope for whimsical decisions in all departments and in all organizations because Interview is such a test where Interviewers can easily spoil the candidate’s career. Similarly delegated power of transfer invested in top post should be diluted and well defined because it is the power which more often than not, gives rise to corrupt practices, demotivates good workers and promotes bad culture in the system.. Key role is played by elements like bribe, gift, sources, godfathers, and flattery possessed by employee in transfers and posting or during interview,
Last but not the least; our courts cannot deliver justice in decades. This eliminates the fear from the minds of culprits and the aggrieved person is constrained to bear with the tortures thrown upon him or her by the system in systemic manner. . Justice delayed is justice denied. And when there is no hope of justice even from court, aggrieved person is left with no alternative other than digesting the poison of injustice.
If anyone is seriously interest to avoid recurrence of story like Ruchita’s story, one should leave no stone unturned to strike at the root cause behind such sad story. It is very much essential to punish all those who were involved directly or indirectly in supporting ill – motives of Mr. Rathore. Necessary police reformation, judicial reformation, administrative reformations have to be carried out in the shortest period and political intervention in these spheres has to be completely stopped to achieve a long lasting and sustainable solution to shortcomings and deficiencies of the system..
In fact India has plenty of laws and India lacks only person who can boldly enforce the existing laws to punish the real culprit and save the innocent. Those who are talking of framing new laws and new rules or amending the constitution are making simply Bakwas and they in fact do not want to do anything, rather inclined to support the culprit.
To prove the effectiveness of the government, it must take immediate steps and respond spontaneously at least after the happening of an ugly incident and decision of the court. In case of Ruchika, all including political leaders and chief ministers should be punished who directly or indirectly supported the corrupt person like Rathore to go up the ladder in his career, who diluted the police case or court cases against Rathore either by false witnessing or wrong recommendation either in writing or by building pressure through phone or musclemen , who took unjustified and unwarranted action against Ruchika, who intimidated Ruchika and her family, who contributed in created an environment which forced Ruchika to commit suicide or those who killed her and all those who tortured brother of Ruchika by framing false charges. Mere stripping of police medal or stopping of pension is not enough to punish person like Rathore .It is more important to see whether the government is able to punish those person also who supported Mr. Rathore in carrying out his ill motive. and to punish who indirectly colluded with him.
At least 100 persons should be punished, suspended or dismissed or jailed or booked to task to create a fear in the minds of all who perpetuate and promote wrong culture in the public life. The case of Ruchika should sound alarm bell for all culprits and the clear cut message should be visible and understandable that government is serious to maintain good governance.

Poverty Removal
Report published in popular Newspaper on poverty status of the country has not defined the present level of poverty line based on which it has been concluded that about 37% of Indian population lives under poverty line but it definitely exposes the true story of all development expenses done by Central and state government during last 60 years. In the name of poverty alleviation various governments have spent billions and billions of rupees every year but the result is that actual number and actual percentage of persons living below poverty line in India in general has been moving up and up. Poor people are growing poorer and their pain has been increasing year after year.
Government all the time talks of GDP growth and tells with pride that India will lead the world. This story will also open the eye of such VIPs, politicians, social reformers, administrators and economists who talk of social inclusion but fail to do any thing in this regard.
Prices of all commodities have been moving up every day and the position of majority of Indians have been becoming alarming day by day due to erosion in their purchasing capacity day by day. Our Government talks of merger of banks, reservation for minorities, increasing the domain of OBC for some caste or the other but do not try to understand whether so called GDP growth is really benefiting poor people or confined to a few percentage of rich persons.
Our beloved Finance Minster do not try the understand the gravity of increasing pain of more than 90% of Indian population due to unprecedented price rise forgets to take care of poor and people living below poverty line and the increasing pain of such poor people. Who will save good officers when Top officer is corrupt
This refers to news items that union bank official (General Manager who is right hand of CMD of the bank) accused in Rs.14.28 crore fraud published in newspaper.
There are many such instances in the bank. When person with the help of www is promoted, when yesmanism is the sole criteria for promotion in any industry, it is unavoidable and quite certain that branches of that bank will be manned by poor quality officers, administrative offices will be manned by corrupt officials and the consequence is (more often than not) that quality of assets of such bank is so bad that ultimately it cause loss to the bank. It is different that exposure of such bad persons take place not by inherent strength of system but due to weakness of borrowers or some public complaints which seldom occurs. But by the time such exposure takes place it is too late. Not only have this, such corrupt officers caused huge losses to human resource by rejecting good officers in promotion processes. Therefore until the root cause of malady is removed such instances will continue to spurt in future.
There are many such GMs, DGMs, and AGMs. who have got elevated to such high post by dint of not their good work but by their habit of keeping their bosses happy and by indulging in unabated flattery and extending costly gifts to their bosses. This is bitter truth of entire system. Who will cure it when birds of the same feather have flocked in the top echelon?
Such person must be hanged because they have spoilt the career of several good officers. Without flattery and extending gifts, costly gifts one cannot dream of promotion whatsoever talented he or she may be. Who is behind Madhu Koda
This refers to news item that Madhu Koda men deposited Rs.640 crores in cash in a PSU bank violating the norms and guidelines set by RBI with respect to acceptance of deposit n cash and opening of new accounts. As per Anti Money Laundering Act every bank branch has to report RBI if cash transaction taking place in any day is more than Rs.10.00 lacs. It means the deposit of Rs.640 crores taken place in a bank must come to the notice of CMD of that bank and also top bosses of RBI and Ministry of Finance. But none of the responsible officer took pain to look into such a big transaction taking place in a bank’s branch. None thought it fit to look into reason behind abnormal spurt in deposit of a bank branch. All reports received in a controlling office are either filed to ignored willfully to gain false image. Even a team of vetern Chartered Accountant could not notice the irregularity in such a big amount transaction.After all it is financial power which empowers terrorists to conduct terror attack on India and it is banking channel which helps them to transact their inward or outward remittance to feed terror camps. Money in hundreds of crores is not remitted in jute bags but through banks only.I therefore always say that there is Raju of Satyam in all so called good companies and there is person like Harshad Mehta who can twist the rule book as er whims and fancies .
Bank Manager can do anything to get deposit because Bank management gives value to those officers who are expert in mobilizing deposit even through ill means. There are hundreds of Managers who indulge in reckless financing in the name of achievement of target with hidden agenda of earning money for self and paying bribe to fetch deposit from government departments or various cash rich person or corporates.
One CMD spoilt Indian Bank to such a large extent that it took ten years for the bank to restore its old good image. As long as the corrupt CMD was in power none had the courage to protest his ill-motive work culture and ill motivated promotions and transfers ordered by him. As long as Madhu Koda was a Minister in the government headed by Arjun Munda CM of Jharkhand and as long as Madhu Koda himself was CM of Jharkhand from 2006 to 2008 none of IAS or IPS officer or even ministers in central government had the courage to protest and stop the corrupt practices of Mr. Koda. Even Naxalites were given the assistance of fund of Rs.1000 crore by Head of the government and none in banking industry could notice the illegal transaction, not to speak of nipping in the bud. None in Income Tax department or any Law enforcing agency could notice the illegal financial transaction taking place at the instance of Madhu Koda. Hundreds of bikes and cars were distributed by Madhu Koda men and none could doubt the motive behind such charity. This is possible under the umbrella of central government headed by the honest and clean Prime Minister Mr. Manmohan Singh. It is not out of place to mention here that it was UPA whose support could make it possible to make Madhu Koda, chief Minister of Jharkhand. It was Lalu Yadav, the scam master who wholeheartedly supported Madhu Koda, an independent MLA to take charge of the state just with the ill motive of keeping BJP out of power.
Everyone worship the person who is in power and the one who dares to utter a single word against the head of the government or head of the department he is to face the toughest posting and such anti boss person can never visualize any promotion or good posting in his career. Every bank in fact in indulged in malpractices in garnering deposits and extending credits to traders .And it is a bitter truth that every banker sitting at the top of affairs knows very well the ground reality of transactions taking place in a bank and understands the pitiable real health of a bank .But who will bell the cat when Ministers and government also promotes and irrigates such bad culture. Harshad Mehta in eighties could cheat CMDs of various banks, RBI and Ministry of Finance not because he was a very talented, educated or a financial expert but because he could understand the weakness of person sitting at the top, he knew the weakness of bankers, he know how to befool government officers through bribes either in cash or in kinds or by extending unwarranted charity to officers, serving him by a car or air ticket.
This is why banking is sitting on explosive of Non Performing assets and gaining name by mobilizing deposit, it may be from anti nationals or even from terrorists. All circulars or guidelines from RBI are nothing but sermons to be preached and kept in files. Even RBI top brasses are happy when a CMD flatter and say yes to every idea mooted by RBI officers. Ministers are happy only when a CMD implements all his policies, ideas and make finances to oral instructions given by FM or his colleagues.
This is why one after other exposure takes place, media makes clamour, committees are formed and finally matter is forgotten. Nothing happens to a person who commits mistakes willingly and nothing happens to those who indirectly support the ill-motivated actions of the corrupt person. As long as we change the culture of flattery and yesmanism, our country cannot dream of execution of any good policy. As long as criminals are getting respect and love from the society honest and talent person cannot come forward to save the country from the hands of corrupt persons.

When protectors become destructors, damage to society cannot be stopped, the great writer Munsi Prem Chand wrote in his book.

Dangerous nexus among babus, Netas and the rich people
We have heard a lot about reformation, privatization, liberalization and globalization. We have also heard a lot about stable GDP growth in India despite economic slowdown elsewhere in the world. Our politicians speak without any hesitation that India is decoupled with global recession. But the fruits of reformation so much lauded by Netas are available only to handful of rich persons. Large section of population still starve and unable to earn livelihood even for survival.
Powerful Babus entrusted with duty to govern the country and administer in effective way are actually indulged in corrupt practices and it is they who bargain with local rich businessmen for their own vested interest and for the gain to be provided to kith and kin of responsible officers, politicians and babus (junior level workers) working in collusion with each other. They get direct or indirect support from local politicians and political workers or local power points. It is really very much dangerous for the country that officers sitting at top and responsible posts have been bought by rich traders or prominent manufacturers or local political heavy weights. Even armed forces in country have been inflicted with unscrupulous infiltrators or mischievous local anti national elements who extend favour to enemy countries in lieu of some monetary gain. It is pity that the victim at ground level can say nothing and is forced to digest the poison of injustice silently. There is practically none in this country to listen to genuine problems of poor and downtrodden.

Hitherto politicians were playing foul game while framing policy .Even during the regime of Late Indira Gandhi, it is well known to all that tax policies were decided keeping in view the benefits or losses of big business house like that of Dhir Bhai Ambani.And now also tax concessions are provided or taken back depending upon the favour a company extends to the ruling government, especially Congress government. I say Congress Party emphatically because only during Congress regime prices go up speedily and invariably. In the farthest past, prices were stable or under control under Janta party rule and also under the rule of NDA in the recent past.
If senior officers responsible for execution of government policies at ground level also start favouring rich business houses at village or town level at the cost of government exchequer and shamelessly adopt the same path as their fate maker politicians do at higher level, there is no reason to doubt the severest downfall in the economic health of the country. Natural repercussion of such nexus among Babus, Netas and the Rich is that there will be rise in crime, social disharmony and social violent turbulence. This is also because there is practically none to stop rise in graph of crime taking place. Even person sitting at powerful posts in police departments and Indians courts are more or less birds of the same feather as dirty politicians and as other corrupt civil servants are made of.
In a country where millions really starve and where a few lac of rich and affluent person live luxuriously, we cannot dream of success of any reformation policy and we cannot imagine of persistent and all pervasive development .There is no doubt that the gap between the rich and the poor will widen .It is undoubtedly correct to say that standard of living of common men is moving from bad to worst and that of rich is going up from best to the best of the best in the world. Resultant consequence of such misrule and mismanagement will be nothing but escalation in unhappiness, disturbance in low and order situation and finally erosion in social peace. Might is right will prove to be true as the time passes away. Ultimately people revolt like that of 1857 will change the structure of governance from capitalistic to socialistic.
